台灣都市地區的大眾運輸嚴重不足，除了幾個主要的大都市已有捷運系統或已進行規劃外，其他小都市及較偏遠之地區其大眾運輸方式僅有公車系統，許多地區甚至公車系統亦告闕如。而這些地區的公車系統，通常都面臨設備不足、使用效率不彰等問題。政府目前針對這些地區的問題所提出的對策，只有補貼偏遠地區公車路線的虧損，絕大部分有關大眾運輸的公共建設資源係放在捷運、鐵路等重大交通建設之上。上述虧損的補貼並無法提高小都市及偏遠地區大眾運輸的使用量，也無法滿足客運業者在這些路線上的虧損，因此業者仍舊年年虧損，甚至最近南部的客運業者醞釀停駛部分偏遠地區的公車路線，如此將可能造成偏遠地區的居民面臨無公車可搭的窘境。
欲解決小都市及偏遠地區的交通問題，可評估發展副大眾運輸系統(para-transit)。副大眾運輸系統具有運量較低、路線彈性化等優點，可以滿足這些地區人數較少、運輸需求較低的特性。台灣目前已有若干的副大眾運輸系統在運作中，但是目前沒有法律規範這些運具，因此副大眾運輸系統在台灣仍屬於違法使用。
本研究之動機及內容為推估小都市及偏遠地區對於副大眾運輸系統的需求及運具選擇偏好以供參考。由於副大眾運輸系統在台灣尚未合法實行，因此缺乏可以顯示需求量的資料，故本研究擬採用敘述偏好法(Stated Preference，SP)來建立運輸需求模式。
最後以運輸需求預測的分析結果，提出對於使用副大眾運輸系統的建議及實施副大眾運輸的策略，使副大眾運輸系統能合法在台灣實行，以抒解小都市及偏遠地區的大眾運輸系統問題。

The deficiency of mass transit in Taiwan is serious, with only some of the major cities having a developed rapid transit system. Some small cities or rural areas possess only a bus system, and some cities have no mass transit system at all. In addition, many small cities and rural areas face a shortage of equipment and insufficient demand.
The government’s only attempt at countering these problems has been by subsidizing bus services in rural areas, as most funding and resources are put into the MRT and railroad systems. But the subsidy cannot increase the usage of the mass transit systems in these cities and rural areas, nor can it lead to a sufficient level of bus services in these areas.
This research addresses solving transit problems in small cities and rural areas by proposing the development of a Para-Transit system. The Para-Transit system can provide services with not only a lower ridership, but with a greater number of alternate routes compared to other modes of mass transit. It can satisfy the needs of these areas with fewer people and a lower amount of travel demand. Some kinds of Para-Transit systems are already operating in Taiwan, but there are no rules to regulate this system. Therefore the use of Para-Transit systems is still illegal.
To estimate the amount of travel demand and the preference for Para-Transit in small cities and rural areas, this study uses Stated Preference (SP) as the method to establish the travel demand model.
