面臨多黨競爭，民進黨透過初選制度推舉人選以取得勝選機率。面對黨內競爭， 候選人和競選團隊該如何擬定及執行選舉策略，得以在黨內勝出，則顯得非常重 要。本論文針對民進黨臺南市市長初選策略進行個案研究，並以 2018 年臺南市長 黨內初選策略為例，探討黃偉哲和其競選團隊的選舉策略是否有發揮應有之成效； 並以選舉成本和選民認同進行研究。本論文從黃偉哲和競選團隊的選舉策略形成、 規劃與執行等探討。採深度訪談質化研究，受訪者包括競選團隊執行幕僚以及民 進黨資深的選選幕僚和候選人共四人。共有六點研究發現：一、策略形成完善， 提高選民認同；二、初選過程深度考量選舉經費運用；三、競選團隊策略規劃， 具選民認同提升效果；四、在策略規劃過程，深度考量選舉經費運用；五、選舉 策略執行具有提升選民認同效果；六、選舉經費策略執行得宜。同時提出七點建 議，一、維持全民調初選制度；二、選舉經費納入選舉策略形成考量；三、選舉 策略規劃應側重選舉團選舉經驗；四、選舉策略應考量選舉經費使用；五、選舉 策略執行應重視政治倫理。六、選舉經費應公開透明化。七、初選制度需保有民 主精神，才符合政黨價值。

A Study of the Primary Election Strategies of the Democratic Progressive Party--2018 Tainan City Mayoral Election

SUMMARY
Facing the competition of multiple parties, it was hoped that the Democratic Progressive Party (DPP) candidates were able to win the election through internal party primary election. Therefore, it was important for DPP candidates to win the party election. The purpose of this study was to explore the 2018’s case of DPP’s Tainan mayor primary election. It was to study Mayor Candidate Huang’s primary election strategy. Three independent variables, including strategy formulation, planning, and implementation were used to investigate the effectiveness of the Huang’s campaign team. In-depth interview was conducted in this research. There were four interviewees, including campaign team’s executive officer and DPP’s senior election assistant and candidate. There were six findings. Firstly, the strategy formulation was well organized to attract voters’ recognition. Secondly, election budget was seriously considered. Thirdly, the strategic planning could improve voters’ recognition. Fourthly, election budget was planned carefully. Fifth, the strategy implementation was able to promote voters’ recognition. Sixthly, the election budget was properly executed. There were seven suggestions base on the research findings. Firstly, primary election based on public poll should be preserved. Secondly, election budget should be designed at the stage of strategy formulation. Thirdly, the strategic planning should be based on the experiences of campaign team. Fourthly, budget should be an important issue at the state of strategy planning. Fifthly, political ethics should be taken into account in strategy implementation. Sixthly, the election budget should be transparent. Seventhly, democratic values should be emphasized in the party primary election.

INTRODUCTION

The purpose of this study was to explore the 2018’s case of DPP’s Tainan mayor primary election and investigate how to make the strategy formulation, planning, and implementation. Furthermore, analyzing which is the best system to choose the most suitable candidate in the primary election of DDP. The study also introduces how candidates combine and bring all the resources into full. In implementation section, candidates can get voters’ recognition to pass through the primary election, and may be nominated by the party to join the nine-in-one elections.

MATERIALS AND METHODS

By analyzing the 2018 poll of DPP’s Tainan mayor primary election, the author focused on the studying Mayor Candidate Huang’s primary election strategy. How the campaign team make Mayor Candidate Huang to be more outstanding and to have his own characteristic. Also, discussing the cooperation between the campaign team. Exploring the strategy how Mayor Candidate Huang can get the voters’ recognition in the telephone poll, and then he can be nominated by the DPP. In-depth interview was conducted in this research. There were four interviewees, including campaign team’s executive officer and DPP’s senior election assistant and candidate. By doing the interview and asking some questions like “When did the Mayor Candidate Huang confirm to struggle the primary election and when the campaign team be grouped?” or “How to know the timing to change the election strategy or to strengthen the implementation?” Hoping the essential points of the primary election can be proved and be deeply discussed in many aspects by doing the in-depth interview.

RESULTS AND DISCUSSION
There were seven suggestions base on the research findings. Firstly, primary election based on public poll should be preserved.Secondly, election budget should be designed at the stage of strategy formulation. Thirdly, the strategic planning should be based on the experiences of campaign team. Fourthly, budget should be an important issue at the state of strategy planning. Fifthly, political ethics should be taken into account in strategy implementation. Sixthly, the election budget should be transparent. Seventhly, democratic values should be emphasized in the party primary election.

CONCLUSION
This study illustrates that the election is not only the candidate works in but also the campaign team play an important role. The campaign team has to cooperate with insiders, furthermore, outside groups has to help candidate to combine all the resources and organize the administration. Deeply discussing the value of democracy is the most important thing that the DPP stick without change. The meaning of the DPP’s primary election to the society is definitely the spirit of democracy. By doing the analysis study, further researchers or readers can use this study to have the reference material of the DPP’s primary election. The strategy of primary election gives rise to discussing of the general election. It may be proved that whether or not the candidates and their campaign teams to implement the election strategy just like this study pointed out.
