本文以政策網絡為分析途徑，探討在蘇花高政策形成過程中，組織行動者得以積極涉入各種政策場域，經由行動者的認知、網絡中的權力位置，以及基於位置所形塑的網絡資源與策略運作，以影響政策的方向與內容。根據政策網絡理論，將從「參與者的性質」、「權力關係」、「參與者的行動策略」與「參與者間的整合性」四個層次的分析，並運用聲望法設定網絡的界線，以確定蘇花高政策網絡中的主要行動者。此外，我國環境影響評估制度賦予環評審查否決開發案的權力，以及公眾參與環評審查過程之正當性，成為網絡行動者競逐的關鍵制度性場域，並使其能依據偏好採取不同策略，相互牽制、影響。
在蘇花高興建一案的政策網絡分析中發現，網絡中的行動者呈現利益分歧，雙方價值觀不一致，形成贊成興建與不贊成興建的二元對立次級網絡結構，在此政策形成過程中，網絡成員並未協調出共識，衝突也一直存在。然而，在反興建的次級網絡中，參與成員不僅互動頻率高、具持續性，在此議題達成一致的共識，並經由資源依賴與策略運用下，成功促使蘇花高一案的緩建，並進行政策環評程序，重新思考政府政策制定的周延性，此外，更積極參與環評程序，以環評審查會為主要戰場，而不讓蘇花高開發案在環評審查中輕易過關。

This study takes the analytical strategy of policy network to investigate organizational actors’ involvement into policy domains in the process of Su-Hua Highway policy formation. The actors affect the direction and contents of the policy with their cognition, power position, and its network resources and strategy operation. According to the theory of policy network, this study analyze four perspectives including the quality of the membership, power relations, the collective actions of the participants, and the integration of participants, and apply reputational approach to demarcate the network, in order to set the boundary of the main actors in the Su-Hua Highway policy network. Besides, National Environmental Impact Assessment System (EIA) assigns the authority of vetoing exploiting cases and the legitimacy of public participation to environment investigation. It becomes the crucial institution field and adopts preferred strategies to construct mutual influence.
With the analysis of Su-Hua Highway policy network, the actors possess different interests and appear as the binary opposing network of secondary structure with endorsement and disapprobation perspectives. In the process of the policy formation, network actors do not have consensus and conflicts exist yet. However, in the secondary network of disapprobation member, actors possess high interaction and persistence. They have accordance and successfully defer the building of Su-Hua Highway with resource dependence and strategy application. They urge and actively participate in Strategy Environmental Assessment process to think twice about the exhaustive of government policy formulation. In addition, they choose Environmental Assessment committee as the main battlefield to be hard on the Su-Hau Highway construction.
