  • 在全球化的推動下,觀光業迅速發展,許多歷史城市藉由其文化資產與建築環境提升形象與曝光吸引遊客並帶動當地經濟,促進地方發展。然而,推動文化觀光帶來榮景的同時也對原住居民的生活帶來環境、經濟與社會層面的挑戰,尤其係發生仕紳化現象之可能,導致地區商業、住宅及社會結構的改變。臺南市作為臺灣文化觀光政策發展最早且古蹟資源最多的城市之一,自1990年代以來積極推動文化觀光政策,推動許多與當地歷史文化保存或再生之策略。然而,文化觀光所帶來的經濟與城市觀光論述,同時也促成地方空間使用與商業組成的變化,許多新進商家其經營多趨向服務遊客或文青偏好之消費者,與地方原先生活逐漸脫離,引發與觀光仕紳化相關的議題。
    本研究以中西區內兩處具代表性之街區作為個案比較對象,分別為新美街區與友愛街區,藉由質性與量化並行之方法,並結合Google街景資料所記錄不同時期之街道商店型態與特徵,探討文化觀光下街區商業與空間的變遷。研究建構包含觀光活動、景觀變化與商業活動三構面的「觀光仕紳化指數」架構,並運用主成分分析(PCA)建立權重,以量化不同街區在仕紳化過程中的差異。研究同時輔以與街區權益關係人訪談,補足數據未能呈現之地方經驗與觀察視角,進行跨方法的對照與驗證,建構完整觀光仕紳化分析架構。
    研究結果發現,兩街區皆受觀光活動影響而產生不同程度的業種轉換與空間發展變化。新美街區之街道變化具擴散性,觀光與仕紳化空間特徵自核心街道段擴向鄰近街道段延伸;友愛街區之變化則集中於相對特定街道段落,未呈現區域整體轉化趨勢,顯示兩者在相同發展背景下展現出發生觀光仕紳化程度上之差異,且亦反映出空間與商業變遷,並非單一線性過程,而係依據其區位特性、周邊文化設施與街區條件而不同。此外,兩街區中皆可發現在地商家或組織對於避免發生觀光仕紳化之意識並有相關回應,雖兩街區之應對與行動雖略有不同,總歸其共通目標皆為尋求在地生活樣貌的延續與如何於發展中尋求共存的可能。
    本研究嘗試透過可觀察變遷狀況之架構結合質性訪談資料,提供觀光導向下街區變遷研究可再現之分析方式,並補足過往仕紳化研究多偏重以質性觀察為主之研究缺口,以期能作為未來關注觀光與城市空間互動關係之基礎。

    The tourism industry has undergone significant expansion as a result of globalization, with numerous historic cities capitalizing on their cultural assets and built environments to enhance their visibility, attract visitors, and stimulate local economies, thereby fostering regional development. However, while cultural tourism can generate economic benefits, it also presents challenges for original residents, particularly in terms of environmental, economic, and social impacts, with gentrification being a prominent concern. This phenomenon can potentially alter local commerce, housing, and social structures.
    Tainan, recognized as one of Taiwan's pioneering cities in adopting cultural tourism policies and possessing a wealth of historical monuments, has actively engaged in various strategies to preserve and revitalize its cultural heritage since the 1990s. Nevertheless, the economic and urban narratives associated with cultural tourism have prompted changes in urban space utilization and the composition of local businesses. A growing number of establishments cater to tourists or consumers with "cultural-creative" preferences, gradually neglecting the everyday needs of local residents. Such developments have raised concerns regarding tourism gentrification.
    This study conducts a comparative analysis of two representative neighborhoods within Tainan's Zhongxi District(中西區), Xinmei Street(新美街) and Youai Street(友愛街). Employing both qualitative and quantitative methodologies, and utilizing Google Street View data to monitor changes in shop types and characteristics over time, the research investigates the transformation of commercial activities and spatial patterns within the framework of cultural tourism. The study constructs a “Tourism Gentrification Index”, encompassing three dimensions: tourism activity, building landscape, and commercial activity. Principal Component Analysis (PCA) is employed to determine indicator weights and to establish a replicable quantitative assessment framework, facilitating the measurement of variations and differences in the gentrification processes across different neighborhoods. Additionally, interviews with local stakeholders enrich the quantitative findings by providing insights from local experiences and perspectives.
    The findings indicate that both neighborhoods have undergone varying degrees of commercial and spatial transformation influenced by tourism. In Xinmei Street, changes exhibit a diffusive pattern, with tourism and gentrification-related features spreading outward from the core street segment to surrounding areas. Conversely, in Youai Street, the transformation appears more localized, lacking a discernible trend toward extensive neighborhood-wide change. These results suggest that, despite operating within similar developmental contexts, the extent of tourism gentrification can vary significantly.
    By integrating an operational analytical framework with qualitative interviews, this study offers a replicable methodology for examining neighborhood change in the context of tourism-oriented development. Ultimately, this study aspires to lay the groundwork for future investigations into the interactions between tourism and urban space.
