  • 本論文探討台灣由公共資金支持的英語新聞平台 TaiwanPlus 對東南亞移工的媒體再現與敘事建構。本研究分析了 2022 年 2 月至 2025 年 12 月間發布的新聞報導,聚焦於以國際觀眾為目標對象的英語影音新聞如何呈現移工的身分、角色與社會價值。本研究分兩階段進行質性框架與多模態分析。
    第一階段將 97 則新聞報導區分為「事件式」(episodic)與「主題式」(thematic)框架,並運用修改自Rodney Benson的議題框架類型進行分析,包含四個主要框架:受害者(Victim)、英雄(Hero)、實用性(Utility)與威脅(Threat)。
    第二階段則透過多模態分析,檢視行動者的可見度、現身模式、角色分配與視覺框架。研究發現,報導以主題式框架為主(72.16%),移工議題通常被置於更廣泛的法律、經濟與人口結構脈絡中探討。在 70 則主題式報導中,以「受害者」框架為大宗(71.43%),其次為「英雄」(17.14%)、「實用性」(8.57%)與「威脅」(2.86%)。
    多模態分析顯示,移工雖然經常在畫面中出現,但直接發言的機會有限,其經歷往往透過機構代表與倡議人士來傳達。然而,在勞工集體抗爭的報導中,移工獲得了更多直接發言的空間,並在報導中展現出積極主動的參與者姿態。
    整體而言,移工議題主要透過脆弱性、社會能動性與經濟實用性來呈現,而以威脅為主的再現則相對有限。研究結果顯示,TaiwanPlus 藉由公開探討移工勞動議題,展現民主問責與政策回應能力,進而對台灣的公共外交有所貢獻。本研究就過去台灣學界較少探索的英語影音報導進行分析,並進一步精煉現有的框架分類,為移民與媒體研究領域提供了學術上的貢獻。

    This thesis examines the media representation and narrative construction of Southeast Asian migrant workers on TaiwanPlus, Taiwan’s public-funded English-language media organization. It analyzes news reports published between February 2022 and December 2025, focusing on how English-language audiovisual news targeted at international audiences represents the identities, roles, and social value of migrant workers. The study uses a qualitative framing and multimodal analysis conducted in two phases.
    First, 97 news reports are classified as episodic or thematic and analyzed using a modified version of Rodney Benson’s issue-framing typology, consisting of four main frames: Victim, Hero, Utility, and Threat. Second, a multimodal analysis examines actor visibility, modes of presence, role allocation, and visual framing. The findings show that thematic framing dominates the coverage (72.16%), with migrant worker issues generally presented within broader legal, economic, and demographic contexts. Among the 70 thematic reports, the Victim frame is dominant (71.43%), followed by Hero (17.14%), Utility (8.57%) and Threat (2.86%).
    The multimodal analysis shows that migrant workers are often visually present but have limited direct speaking presence, as their experiences are frequently communicated through institutional and advocacy actors. However, reports on collective labor protests provide greater space for migrant workers to speak directly and appear as active participants in the coverage.
    Migrant worker issues are mainly presented through vulnerability, social agency, and economic usefulness, while threat-based representations remain limited. The findings suggest that TaiwanPlus contributes to Taiwan’s public diplomacy by openly addressing labor challenges and presenting an image of democratic accountability and policy responsiveness. The study also contributes to migration and media research by examining underexplored English-language audiovisual data and refining existing framing categories.
