十六世紀歐洲的政治以男性統治為主，不過女性在政治上也逐漸嶄露頭角，女攝政與女王的相繼出現展現了女性的統治能力。女性統治思想在此時也開始發展，贊成女性統治者的理論家，以西方古代歷史的女性統治範例來證明女人有能力治國，天主教徒與部份溫和派新教徒則認為推翻神所恩准的政權是不合法的。相對地，新教徒的激進者則以女人較男人劣等，上帝創造女人是要服從男人等觀點來反對女性統治。
在質疑女性治國能力的時代背景下，伊莉莎白一世於1558年繼承英國王位。伊莉莎白一世即位初期面臨國內宗教上的分裂與國外天主教國家的敵視。為了鞏固她的統治地位，伊莉莎白一世與其支持者，於其在位期間(1558-1603)延續都鐸王朝塑造君王形象的傳統，利用各種管道，將女王型塑成各種類型的形象，藉由這些形象來強化伊莉莎白一世在英格蘭的統治地位及權威。
這些塑造伊莉莎白一世的形象包括女性形象與宗教形象兩大類型。關於女性類型的形象部份將伊莉莎白一世被描繪成貞女、母親的形象；宗教類型的形象則將伊莉莎白一世與聖經中的國王、女士師、新教領袖、女神、聖母、神所選擇的君王等形象連結。藉由這些形象的塑造，不僅突出了女王與其子民的差異，也鞏固伊莉莎白一世的政治地位與權威。

In 16th–Century Europe, most political units were ruled by male rulers, to a certain extent, noble females also played a significant political role. These female leaders showed that their capacity to rule a country as good as that of men. The idea of woman’s rule was gradually developed. Proponents proved women could rule a nation from the ancient history. Roman Catholics and some of Protestants who agreed with the idea of female rule suggested that it was illegal if people overthrow the political authority permitted by God. Nonetheless, radical Protestants suggested that women were inferior to men, and destined to obey men.
Under these circumstances, Elizabeth I acceded to the throne of England in 1558 and became the Queen Elizabeth I. She faced a divided country in religion as well in politics. Threatens were from the Pope and Catholic countries in Europe during her reign. Queen Elizabeth I of England (1558-1603) continued the tradition of public image of fashion to strengthen her political position. Queen and her supporters fashioned public images with different valid media in order to strengthen her authority.
Public images of Queen Elizabeth I have two major types. One is female type and the other is religious type. The female images consisted images of chastity, mother, man and female in one. The religious type included image of man or woman in the Holy Bible, the leader of Protestant, Holy and Providence. These images distinguished sovereignty of the Queen, and also consolidated the political status and authority of Elizabeth I.
