國內第一座投入營運且規模最大之捷運系統為臺北捷運,自1996年木柵線通車,迄今已營運26年,其運量隨各條路線陸續建置也逐年增加,依據臺北大眾捷運股份有限公司統計,於2019年12月其日運量已達約237萬人次。有了臺北捷運之經驗,國內其他都市亦陸續建置屬於各自之捷運系統,而臺南市雖然對於先進運輸系統之討論起源於1989年,並不晚於除臺北市以外之其他都市,惟因古蹟存留、路幅狹小等諸多因素導致各界對於路線規劃之共識凝聚不易,規劃未果下臺南市也成為六都中唯一尚未具有捷運系統之都市。
近年隨臺南市先進運輸系統整體路網評估作業經交通部核備,並宣布系統型式採用高架單軌系統,各規劃中之路線也陸續進入交通部審查作業程序,屬於臺南市的先進運輸系統指日可待。惟長年以來,臺南市民早已習慣以機車代步,後續民眾對於臺南市先進運輸系統之使用意圖值得探討。
過往國內對於大眾捷運系統使用意圖之文獻分析,多以營運多年之都市作為案例,如:臺北市、高雄市等,甚少有對於尚未營運之捷運系統進行研究。本研究以科技接受模式為理論基礎,納入五大人格特質、政府政策、使用環境等外部因素後建構因果模式,透過結構方程模式驗證本研究建構之模式,藉以分析先進運輸系統使用意圖與各外部因素間之關連性。透過網路問卷調查形式,蒐集有效樣本數共計614份,分析結果顯示,人格特質和善性、人格特質開放性、人格特質嚴謹性、政府政策等外部變數確能透過科技接受模型來影響民眾使用臺南市先進運輸系統之使用意圖。人格特質穩定性、人格特質外向性、使用環境對使用意圖並無直接影響關係。本研究之預期成果可提供政府相關單位作為後續政策規劃參考,期能提升臺南市先進運輸系統之使用意圖。
In recent years, as part of the overall evaluation of the transportation network in Tainan City, the Ministry of Transportation has approved the assessment and announced that the advanced transportation system will adopt an elevated monorail system. The planned routes for the advanced transportation system are currently undergoing review by the Ministry of Transportation. The implementation of the advanced transportation system in Tainan City is on the horizon. However, over the years, Tainan City residents have been accustomed to using motorcycles for transportation. Therefore, it is worth exploring the willingness of the public to use the advanced transportation system in Tainan City.
Previous literature analyzing the willingness to use mass rapid transit systems in Taiwan has mostly focused on cities that have been in operation for many years, such as Taipei City and Kaohsiung City. There is limited research on pre-operational metro systems. This study is based on the Technology Acceptance Model and incorporates five major personality traits, government policies, and the usage environment as external factors to construct a causal model. The structural equation model is employed to validate the proposed model and analyze the relationships between willingness to use the advanced transportation system and the external factors. Through an online questionnaire survey, a total of 614 valid samples were collected. The results indicate that personality traits (agreeableness, openness, conscientiousness), government policies, and other external variables can influence the public's willingness to use the advanced transportation system in Tainan City through the technology acceptance model. Personality traits (neuroticism, extraversion) and the usage environment do not have a direct impact on willingness to use. The expected outcomes of this study can provide government agencies with reference for future policy planning, with the aim of enhancing the willingness to use the advanced transportation system in Tainan City.
