本文旨在探討，做為第三部門的「彭婉如文教基金會」，推出的社區照顧方案是否有助於「社會支持系統」的建立，並且達到促進婦女就業的功能，研究者透過文獻分析與深度訪談的方法，以該會所執行的社區照顧福利服務婦女培訓方案，作為個案研究內容，並探討社區照顧服務工作的理念與其促進婦女就業的成效與問題，本研究之主要發現如下：

1. 促進婦女就業的國家角色：由本方案中可以發現，促進婦女就業成效的國家角色非常凸顯，因為政府政策上的補助與鼓勵，第三部門有了更多的資源來從事社區照顧方案。

2. 社會網絡關係與社區本質差異：本研究發現社區能否正視弱勢成員的需求，並發展出解決方式，與社區內部社會網絡的整合與社區居民的信任意願有關，因為該會結合特定婦女的力量，去幫助不能兼顧家庭工作的職業婦女，乃是基於一種彼此互助的理念，而且社區的居民是否能建立起信任機制、社會網絡關係與社會支持系統則是方案推動相當重要的關鍵點。

3. 方案執行問題與政策推廣：除了相關民間業者外，許多受訪者都覺得這種互助系統有建立的必要，但是仍有待將訊息管道擴大，使大部分的需求者都能受惠，因此社區照顧福利服務的工作有值得被正面肯定的意義外，互助系統的訊息管道應加強擴大，因為訊息擴大、宣傳出來，可以讓各界檢視其價值並改善問題。

4. 第三部門的社會經濟功能：該會推行的社區照顧系統，代表著具有互助合作的社會支持系統作為基礎的話，是能達到促進婦女就業的目標，也能因應未來高齡化社會的需求，因此建立普及的社區照顧福利服務互助系統，是提昇女性就業的政策方向之一。

　　In this paper, it mainly discussed that if the Community Care Program practiced by the Peng Wan Ru Foundation will do good on the establishment of the Social Supporting System and promote woman employment. Through the analysis of documents and depth interview, the observer took a part of the Community Care Welfare Program— training women for service— as the content for this study and discussed the ideal of Social Care Service and the effectiveness and problems occurring on promoting woman employment. It revealed these following points:

1. the role of state on promotion of women employment:
From the study on the program, the role of state on promotion of woman employment is notable. Due to the supplement and encouragement of government policy, the third sector could get more resource to engage in Social Care Service.

2. the relationship of social network and the differences between the quality in each community:
In this paper, it discovered that whether the community could think highly of the need inferior members ask for and figure out solutions or not will be related to integration of the social network and habitants’ trust in the community. Because this is based on the ideal of mutual aids to help the women who can’t take care of both work and career by assembling certain women’s power, the key points to promote this program are the possibilities of trust mechanism, social network relationship and social supporting system established by the habitants in the community.

3. problems of practicing programs and extension of the policy:
Besides private industrialists, many interviewees feel it necessary to establish the Mutual Aids System. But it still needs to enlarge the information path which could do a great favor to most of needers. Therefore, in addition to the positive meaning worthy of praising, the Community Care Welfare Service should expand the information path of Mutual Aids System. Because of the expanding and publicizing, the whole society could examine its worth and improve the problems.

4. social economic function of the third sector:
If the Community Care System promoted by the foundation is based on social supporting system which represents mutual aids, it will achieve the goal for promote woman employment and satisfy the needs in aged society. Therefore, establishing popular Community Care Welfare Mutual Aids system is one of the directions for the policy to promote woman employment.
