飛安監理制度係由FAA率先建立，我國自民國85年起仿效建立與實施。本研究擬深入了解及探討飛安監理制度之意涵，及我國民航局作業現況。
本研究透過回顧ICAO發行之文件與國際航空安全評鑑(IASA)資料，了解飛安監理制度的意義、八項關鍵要素之內容及IASA評估他國飛安監理制度的過程與結果。本研究遂透過IASA評鑑計畫之檢查表，嘗試以客觀的角度，系統化了解我國目前飛安監理制度作業現況。結果顯示我國民用航空法規系統完備、民航局之組織架構及功能完整、檢查員得到充分授權、法規及技術文件的取得容易、航空人員與組織之檢定給證制度符合國際規定、彌補自身能量不足的委託制度與擁有強制執行的權力、清楚規範的外籍航空器使用人機坪檢查制度。推斷我國民航主管機關待加強之處，包括財政與人力資源可能不足、缺失處理的時間未有明確書面規範、技術人員訓練內容範圍需不夠明確。
本研究經資料綜整後提出幾點建議：實際執行面之評估；我國未來是否能明訂檢查員權限、職掌範圍與界定強制執行；討論關於疲勞風險管理是否需要成立專門的管理規則；檢討財政與人力不足等問題並規劃政策與解決方式；檢討技術人員的訓練制度與內容；定期檢討符合實際需求的財務監理系統。

Safety oversight system was established by FAA firstly. Taiwan CAA also established the safety oversight system in 1996. This study tries to know what the oversight system is, how to assess a safety oversight system, and evaluates the current safety oversight system in Taiwan.

ICAO has identified and defined the following critical elements of a State’s safety oversight system: Primary aviation legislation, Specific operating regulations, State civil aviation system and safety oversight functions, Technical personnel qualification and training, Technical guidance, tools and the provision of safety-critical information, Licensing, certification, authorization and approval obligations, Surveillance obligations, and Resolution of safety concerns. Based on the eight critical elements, FAA also develops the International Aviation Safety Assessment (IASA) checklists to determine whether another country has an effective aviation safety oversight authority.

This study assesses the Taiwan oversight system according to IASA checklists which have totally 301 questions. The results show that the civil aviation laws and regulations system in Taiwan are quite complete. Taiwan CAA has comprehensive structure and functions. Inspectors are empowered to conduct the required tasks and have access to a current copy of the national regulations. Personnel licensing system and organization certification procedures do comply with the SARPs of ICAO. In addition, Taiwan CAA also has well developed designated examiner system, full enforcment power, and ramp inspection plan for foreign aircraft.

Some areas may need improvement. The man power of inspectors may not be enough. The time for resolution of safety concerns is not specified clearly in documents. The training requirements for technical personnel are not well defined.

This study recommends to conduct further research for evaluating the performance regarding the implementation of safety oversight system in Taiwan. It may be better to further clearly define the authorization, job functions, and enforcement power of inspectors. It is also recommended to have an exclusive regulation for fatigue issues. In addition, it is very critical to provide enough financial supports and technical man power. The training program and financial surveillance system are recommended to review regularly.
