自 2017 年 2 月 6 日開始,台灣全國公立動物收容所全陎停止人道撲殺。 「零撲殺」政策實施後,台灣的公立收容所陎臨流浪動物數量暴增的現象,因 此為有效改善收容所的品質以及降低流浪動物的數量,「認養代替購買」是政 府近年提倡的主要政策,目標是為流浪動物找到一個家。
本研究訪談對象-台灣公立收容所「台南市動物之家(灣裡站)」、以及 民間收容所「徐文良(徐園長護生園)」皆是收容流浪動物的主要機構,且也 提倡「認養代替購買」的政策。觀察公立收容所以及民間收容所的認養過程, 發現其與利害關係人的互動的關係,可用服務主導邏輯的價值主張以及價值共 創的觀點深入探討。因此本研究問題設定為:「流浪動物管理之利害關係人, 與利害關係人之間如何經由價值主張的提出,邀請更多利害關係人加入價值共 創行列進行互動,進而為利害關係人創造出價值?」透過質性研究方法之深度 訪談法,探究公立收容所以及民間收容所價值共創的過程。
根據研究結果發現,因價值主張的理念一致,因此吸引認同此理念的利害 關係人加入互動。在進行互動時,會更願意分享資源,促成資源整合與應用, 互動後共同創造之價值皆與其為解決的社會問題相呼應。因此,利害關係人與 利害關係人的互動及共創出的價值,都更加強化了此共創過程。
This research deeply explores the operation of animal shelter including National Animal Shelter-Tainan Animal House (Wanli Station), and Private Animal Shelter- Hsu Wenliang (Hsu’s Animal Assosication). These are the main institutions for stray animals. They also advocate the policy of "adopting instead of buying".We observe the adoption process of National animal shelter and Private animal shelter, and we discover their interaction with stakeholders by using value proposition of service-dominant logic based on Value Co-creation Perspective.
The chosen research problem is focusing on "How do stakeholders deal with the management of stray animals? How the stakeholders invite more stakeholders through the value proposition to join the Value Co-creation ranks to interact and create value? "
According to research results, due to the concept of the value proposition is the same, we attract stakeholders who agree with this concept to join the interaction. While interacting, they will be more willing to share resources and promote the integration and application of resources. After the interaction, the co-created value echoes the social problems it solves.
