目前各類場所多為高層建築且使用多樣性，內部裝潢複雜，一旦發生火災後火勢延燒迅速、場所產生濃煙密佈、火勢控制困難、造成人員避難逃生、搶救困難及無法掌控撲滅火災時效等諸多因素。而長久以來，消防署與營建署這兩個主管機關各司其職，卻缺乏雙向聯繫（但皆隸屬內政部）；不論「建築物公共安全檢查申報」，或是「消防安全設備檢修申報」制度，都是推行防火安全及重要政策之一，要如何一次到位、減低對民眾騷擾，且又能完全掌握場所安全，是首要考慮的方向；將兩項申報制度整合，應可提供政府另一思維。故本研究以探討「消防安全設備檢修申報制度與建築物公共安全檢查之整合研究」為題，藉由探討兩者之異同，並提出整合之構想，期望能針對建築物安全之缺失提供改善與建議。
消防安全設備檢修與建安申報各屬公共安全維護中的一環，而公共安全檢查項目與消防安全設備檢修在某些檢查申報項目上更有類同，故兩者可相互配合參酌其申報列管及抽檢制度。本研究透過文獻分析、歸納分析及問卷調查分析（Factor Analysis、ANOVA、Reliability Test）歸納出以下建議，供未來相關研究之參考：消安與建安制度之整合，可落實建築物防火安全之需、調整相關因應措施，以修法途徑加以落實將致災因子排除，使消防與建築兩界面之模糊地帶予以釐清、透過本研究彙整分析完成初期檢查項目之整合，進而作為法令增修參考資料。
研究結果發現，初步整合說明如下：
（一） 公共安全檢查之「防火避難設施類」檢查項目可與消防安全設備檢修申報整併之項目共計16項。
（二） 公共安全檢查之「設備安全類」檢查項目可與消防安全設備檢修申報整併之項目共計9項。

Currently most of the buildings are edifices with complicated upholstery.After having a fire, the fire is going to extend rapidly with a lot of smoke, and the rage will be difficult to control so that people will be difficult to escape from the buildings.This kind of situation will be difficult for the firefighters to salvage the people in the buildings and control the time management for fire fighting. Since long time ago, National Fire Agency and Construction and Planning Agency are having its own duty with very weak intercommunication (even all these two departments belong to Ministry of the Interior). Both the Registration for the Public Security of Buildings and the Registration for Fire Fighting Equipments are very important policies for fire prevention and security. The most priority issue is to combine the two registration systems for reducing the harassment to the people and totally controlling the public safety. Combining these two systems to be one would be another solution for the government. Therefore, this research is using「Integrated Research for Fire Fighting Equipments and the System of Inspection, Repair, and Registration for the Public Security of Buildings」 as the topic for researching the difference between these two systems and having the conception of making the integration.It is expected to find out improvement and suggestion for solving the defects of the current buildings.
Fire preventing and security check are the parts of public security system. Some of the checking and registering items in public security check and fire prevention are very similar. Therefore, it would be able to combine these two systems.This research is making the conclusion by documents analysis and social research (incl. Factor Analysis, ANOVA, and Reliability Test) to provide some suggestions for future research, incl.: the integration of fire prevention and construction safety would be able to fulfill the requirement of fire prevention of buildings, adjust the relevant measures, and revise the laws to eliminate the disaster factors to clarify the indefinite parts between fire prevention and the safety in construction. Based on the analysis in this research, it would be able to be the reference of revising the laws.
The research results would be:
1. There are 16 checking items in the 「Fire prevention equipment type」 for public safety check are able to be combined with 「the System of Inspection, Repair, and Registration for Fire Prevention Equipments」.
2. There are 9 checking items in the 「Equipment Safety type」 for public safety check are able to be combined with 「the System of Inspection, Repair, and Registration for Fire Prevention Equipments」.
