臺灣政府於2016年啟動國艦國造計畫，國內各大船廠在公務船市場競爭激烈。傳統投標模式只考慮個案得標機率與利潤兩項因素作為投標決策，這種決標模式缺少評估在建工程金流，對新承攬工程的影響，極易造成得標後陷入給付延遲致而破產的潛在風險。本論文以此目標組合方式，同時評估最適的投標標的，這種模式可以大幅降低投標承攬工程風險。

本研究設定在建船舶與欲投標船舶相關參數後，結合統計學與經濟學的機率統計計量模型，以利潤最大化與效用最大化為導向，針對得標機率、期望利潤、不虧損機率、效用值、期望效用增量等進行評估，選擇最適化投標組合決策模型。

The Taiwan government launched the Indigenous Warship Design and Building project in 2016, the competition among major domestic shipyards in the government official ship market is fierce. In the traditional bidding model, only two factors, the probability of winning the bid and profit, are taken into consideration in the bidding decision. This bidding model lacks the evaluation of the cash flow of under construction vessel and the impact on the new contracted vessel, which may easily cause the potential risk of bankruptcy due to the deferred performance after winning the bid.

This study evaluates the most suitable bidding target in the bidding portfolio. This mode can greatly reduce the risk of bidding and contracting projects.

After setting the parameters for vessels under construction and ships to be tendered, this study probability statistical models in statistics and economics, evaluate the profit maximization and utility maximization, focusing on the winning probability, expected profit, non-loss probability, utility value, expected utility increment, etc., to build the optimal bid portfolio strategy model.
