Video transmission plays an important role in wireless communication. For resource allocation mechanism, it needs to support quality of service (QoS). We calculate channel distortion of each layer in Scalable Video Coding (SVC) as a new parameter for resource allocation mechanism. We employ adaptive modulation and coding (AMC) scheme for wireless channel at the physical layer. Then the resource allocation mechanism we designed is suitable for the time-varying wireless channel and the characteristic of video streaming.
