隨著都市永續發展與綠色運輸推動的趨勢，世界各個國家及重要城市都面臨交通運輸須重新思考的階段。而台南市在民國九十四年也開始推行自行車相關之政策與規劃，但因缺乏全面的思考與計畫，導致政策推動成效不彰，且自行車道使用程度不如預期。本研究調查台南市目前規劃之十七條自行車道，整合相關學者研究文獻及國外成功案例，並建立自行車道規劃設計檢核系統，以台南市自行車道系統為檢核之對象，歸納現況檢核後之問題並探究其原因，且針對各自行車道及台南市自行車道系統及各次系統之政策規劃及現況缺失提出建議與方向。

為了解自行車道現況之問題，所以歸納國內外相關文獻案例和學者之研究，所建立自行車道檢核系統之要項如下：
一、完整的車道條件；二、行車之安全性；三、設備之便捷性；四、環境之舒適性；五、政策之便民性

針對台南市自行車道系統現況檢核結果如下：
一、實質規劃有待改進：
政府相關政策與活動不足、維修站嚴重缺乏、部分路口無專用號誌設置。
二、缺乏相關硬體設施：
休息處和停車空間不足、照明設備設置缺乏、缺少遮蔭相關設施。
三、施工品質實為不佳：
標誌標線設置形式須明確、路口路面及管道蓋板須注意細節。
四、現況使用成效不彰：
攤販占據車道情況嚴重、重要路段屢見違規停車。
五、養護機制須改善：
車道整潔與維護不佳。

得知台南市自行車系統現況之問題，並以歸納研究文獻和各國案例發展之經驗，對台南市自行車系統提出下列建議如下：

一、建構長遠及完整的規劃：
積極推動相關政策活動與完整自行車道路線、可與民間企業合作提供自行車
維修及租貸的服務、於重要交通節點設置專用號誌。
二、提供便民舒適的硬體設施：
增設便捷的休息和停車空間、設置安全的照明設備、設計舒適道路環境及遮
蔭相關設施。
三、提高施工品質的要求：
標誌標線設置形式須明確、路口路面及管道蓋板須注意細節。
四、提供優質的行車環境：
對違規攤商之宣導教育、強力取締違規停車。
五、建立評估養護的機制：
維護車道整潔與品質。

Along with the city sustainable development and green conveyance promotion of trend, each nation in the world and important cities all face the transportation must re- consider of stage. And Tainan City also start promoting the bicycle related policy and programme in 2005, but in the absence of overall thinking and project, cause the policy push the result poor, and by oneself the driveway use the not equal to expectation of degree. This research investigates Tainan City to plan currently of 17 by oneself driveway, combine the related scholar to study the cultural heritage and foreign related case, and establishment by oneself the driveway programme design to examine the system, with Tainan City by oneself driveway for the object of examination, after inducing the current conditions examination of problem and investigate its reason, and aim at each by oneself driveway and Tainan City by oneself policy of driveway system and recreation, commute and comprehensive system, plan design and current conditions imperfection to put forth suggestion and direction.

For solving by oneself the problem of driveway current conditions, so collection and analyze domestic and international collection case and the scholar's research, build up by oneself the driveway examination system it want the item as follows:
1. Driveway condition of integrity; 2. Go a safety of car; 3. Convenience of the equipment; 4. Comfort of the environment; 5. Conveniences for citizens of policy.

Tainan bicycle system for inspection of nuclear status as follows:
1. real plan for improvement:
Lack of relevant government policies and activities; A serious lack of service stations;
Some junctions without special semaphore set.
2. lack of hardware facilities:
Resting place and parking space; Set the lack of lighting equipment; Lack of shade
related facilities.

3. Construction quality is actually good:
The form of signs and markings shall be clearly set; Crossing the road and pipe cover
shall be attention to detail.
4. status with poor results:
Vendors occupy the lane in serious condition; Often found in important sections of
illegal parking.
5. Conservation mechanism should be improved:
Poor lane clean and maintain.

Know the problem of bicycle system current conditions in Tainan City, and study by the collection and the analysis and experience of developments in all countries. Put forth the following suggestion to the bicycle system in Tainan City:
1. Construct the farsighted and complete programme:
Actively push the related policy activity and complete bicycle way route; Cooperates
with the civil enterprise to provide the bicycle service for maintaining and renting the
loan; Establish an appropriation signal in the important transportation node.
2. Provide the hardware facilities of convenient comfort:
Increase to establish convenient rest and parking space; Establish a safe lighting
equipment; Design the comfortable road environment and cast a shade the related
facilities.
3. Raise the request of construction quality:
Marking to mark the line constitution a form must explicit; The street corner road faces
and the piping cover plank must notice the detail.
4. Provide the high-quality line of car environment:
To violate the rules the stores guide education; The strong power clampdown violates
the rules to park the car.
5. Build up the mechanism that evaluates to protect:
Safeguard driveway nattiness and quality.
