現今都市計畫內容的制定與執行之間,往往存在著一些落差。而住宅開發商為都市開發的執行者,對都市發展的影響力最大。住宅開發商個體的投資決策受許多因素影響,有遵從都市計畫的部分,也有追求自我利益和執行效率的部分,綜合許多個別開發商個體行動的結果,並非如都市計畫制定時所想像的集體行動的空間秩序。本研究認為觀察個別住宅開發商經濟行動決策的內涵,將更有助於落實都市計畫的思考。
在訊息不充分的競爭環境下,且住宅開發是金額龐大的投資行動,住宅開發商會相當謹慎評估,擬定最有效率的投資決策,透過蒐集訊息、觀察同行行動來降低風險,並分析判斷自我條件與能力,找尋自我利基(niche)。住宅開發商經濟行動以利潤、賺錢為前提是基本要件,然而個別開發商對於賺錢的方式與定義有別,投資目標也不盡相同。研究發現,每一家住宅開發商為了達成其個別目標,分析資訊的方式大異其趣,依據經驗的累積,或自我創新,或效法同行,產生自己認為最有用的「市場分析機制(market device)」,以進行經濟行動的投資決策,達成其個別目標。
整個住宅開發流程非一貫的線性過程,而是依據自我定位反覆的蒐集資訊、重視不同要素,不斷計算與評估,再修改定位,個別住宅開發商在開發流程中細部決策的思考差異,以及其不斷蒐集資訊反覆計算的過程,都是住宅開發商為了達到公司目標而建立的思考邏輯,是為「實現論(Performativity)」的內涵。
本研究建議都市計畫的制訂上應考量各地區居民生活型態、生活需求與環境條件,以及以住宅開發商角度思考開發行動的可行性,以助都市計畫的落實。
There’s a gap between the planning and enforcement of urban planning nowadays. As the most powerful executor of urban development, housebuilding developers’ investment decisions influenced by many factors such as the urban planning, profit, and efficiency were the result of many developers’ individual action. Not the imagination of the urban planning that the space order was based on the developers’ collective action. This research considers that the observations of individual housebuilding developers’ economic action decision-making will help the thinking to fulfill urban planning.
Under the circumstance of deficient information and the house development was an investment action needs large amount of money, the housebuilding developers will assess carefully by assembling information, observing peers, and analyzing self conditions to make the most efficient decision and find niche. The housebuilding developers’ action was based on making money. However, every individual developer has different way and definition of making money and investment target as well. This research finds that in order to achieve their individual goal, every housebuilding developer’s ways of information analyzing differs from one another. They accumulate experiences, innovate themselves, or follow the example of peers, generating the most useful “market device” to make economic action decisions and achieve their own goals.
The housebuilding process is not a procedure in sequence. Housebuilding developers revise their position according to the information, calculation, and assessment. The thinking differences among individual housebuilding developers in the development process and the constant procedure of information collection and repeated calculation are all the thinking logic built by the housebuilding developers to achieve their company’s goal. That’s the content of “Performativity.”
This research suggests that the planning of urban planning should consider the local residents’ lifestyle, life needs, and environmental conditions as well as the development feasibility from the housebuilding developers’ point of view to promote the fulfillment of urban planning.
