  • 近年來,隨著數位科技崛起促使創業活動蓬勃發展,而各國政府也意識到創新創業對經濟成長帶來的重要性,使得建構「創業生態」成為許多國家推動創業的策略。因此,如何有效管理各個創業相關組織彼此合作,為整體生態系統創造最大化價值之議題,儼然成為各國政府所關注的挑戰與焦點。本研究透過網絡結構(Network Structure)及治理機制(Governance Mechanism)之觀點,探討參與者於創業生態系統中的相互依存關係,接著以政府作為中心組織之視角,探討中心組織如何治理參與者之相互依存關係,由此統整出維持參與者良好互動的重要作法。

    本研究採用質性研究方法,透過單個案研究法並以參與者作為分析單位,探討創業生態系統中參與者的相互依存關係以及中心組織維繫秩序的制度規範,並根據理論抽樣選定台灣科技新創基地(TTA)作為個案,同時為求個案資料之真實性,本研究之資料來源分為初級和次級資料,前者主要為研究者深入訪談個案中的創業相關組織,後者為受訪者所提供之內部資料以及網路上的專訪報導,藉由兩種資料來源搜集多重證據以進行資料之三角驗證。

    而在個案發現中,本研究首先發現參與者形成相互依存關係的關鍵在於本身具備的互補性資源,進一步從中歸納參與者於創業生態系統中的角色功能,亦發現不同的角色功能會影響彼此的互動模式。接著,透過治理機制之觀點,發現參與者在彼此信任的基礎下,更能維持互動、促進協作。中心組織提出價值主張並明確規範參與者的角色定位,再針對整體利益出發校準參與者的誘因和行動,以此方式建構集體性互動氛圍使參與者具備能動性共創價值。最終,期望本研究之發現能提供實務界一參考依據,並補足學術界之理論缺口。

    In recent years, along with the booming of entrepreneurial activities, governments have realized the importance of innovation and entrepreneurship to economic growth, and the construction of entrepreneurial ecosystems has become a trend. Therefore, this study is based on the micro-level viewpoint of the Network Structure and Governance Mechanism to examine the interdependence of participants in the entrepreneurial ecosystem, and identify important factors in how Hub facilitates participant collaboration.
    This study adopted a single-case design in the qualitative research method. According to theoretical sampling, Taiwan Tech Arena(TTA) was selected as the case in this study. In addition, the data in this study came from primary and secondary data. The former was collected from in-depth interviews; the latter was collected from internal data, newspapers, and magazines.
    From this study, we found out that the different role functions of participants affect each other's interaction patterns, and further concluded that the key to the interdependence of participants is the complementary resources. In addition, whether the participants have the willingness and ability to create value will affect the operation of the ecosystem. Through the above findings, this study aimed to provide suggestions for effective governance to those who are leaders in the entrepreneurial.
