目前全球能源供需趨勢不足以永續發展，我國目前再生能源使用偏低，行政院於2008年9月4日院會通過「永續能源政策綱領－節能減碳行動方案」，其目標為：(1)提高能源效率 (2)發展潔淨能源 (3)確保能源供應穩定。

本文為了找出未來最適合能源產業，研究中使用三種主要方法，第一，探索APEC能源組織國家如美國、中國、日本發展趨勢。第二，產業以太陽能、LED照明、能源屋三種產業為主。第三，透過專家訪談方式確定評估構面與準則，再搭配層級程序法(AHP)，研究出各準則權重。

研究結果『節能屋』為最適合產業。本文認為國家要發展都市計劃，『安全性』、『節能性』、『環保性』等因素皆要納入考量，『節能屋』因同時顧及這三項特性，故發展都市計劃時可將節能屋概念列為第一優先考量。

The trend of global energy supply and demand is not conducive to sustainable development. The use of renewable energy is relatively low in our country.The Executive Yuan passed “The Sustainable Energy Policy Scheme-course of action for energy-saving and carbon-reduction” on September 4th, 2008. This Scheme has three objectives: heighten energy efficiency; develop clean energy; and ensure a stable supply of energy.

To find out the most suitable development of renewable energy in the future, three main approaches are used in this research. First, the research considers the energy development trends in countries of APEC Energy Working Group, such as America, China and Japan. Second, it mainly focuses on three industries – Solar Energy、LED lighting and Green Buildings. Third, by interviewing with experts, the research creates a survey supplier criteria. Along with the use of Analytic Hierarchy Process (AHP), the research comes out differing weight rating for each standard.

As a result, the research shows that Green Building is the best energy industry in the future. It claims that security, energy efficiency and environmental protection must be considered in the development of urban planning in our country. Since Green Building is a combination of environmental protection and technology, I recommend it should be the top priority in the urban development planning.
