本文主旨在於以社會建構主義觀點檢視東南亞國協與美國自冷戰後雙邊安全與發展觀，並從溫特社會建構主義提出四個主變量，分別是相互依存、共同命運、同質性與自我約束予以操作化出客觀判斷標準的研究設計，作為分析雙邊互動下建構的身分與文化。在分析過程中將以跨層次分析，分別是國際體系與國家作為分析層次，並從縱向歷史變遷與橫向結構變遷交叉探討其中歷史演變，繼而對雙方關係未來趨向進行研究。
文獻回顧於理論面藉由新現實主義與新自由主義批判，推導出溫特社會建構主義於本文適用性；實務面探討社會建構主義於東協議題研究與美國與東南亞雙邊關係，並藉由溫特提出四個主變量所形成的研究設計進一步分析國家間互動；再者，本文以美國與東南亞區域各國互動歷史，作為本文研究設計的分析對象，因此以四個東南亞政經變化明顯時期作為分期，1990年冷戰結束、1997年亞洲金融風暴時期、2001年美國九一一恐怖攻擊事件與2008年迄今的全球金融海嘯，對雙邊安全與發展面互動過程分析關鍵因素進行交叉研究，並以研究設計梳理出雙方互動過程與建構身分轉變。最後，理論面的研究發現到本文藉由溫特社會建構主義作為方法論，同時以觀念和物質因素做為分析較能完整詮釋實際雙邊文化內容，實務面發現到雙邊在不同時期呈現出不同文化與關係，雖然皆為不確定與競爭之洛克文化，然而藉由四個主變量發現雙邊在歷史發展軟實力等觀念因素，才是雙邊關係長久來未能建構出集體安全之關鍵因素，並就後續相關研究提出建議。
本文分為八章。第一章將陳述本文的研究動機、目的與問題。第二章將從理論面與實務面兩大主軸進行文獻回顧。第三章將說明本文研究方法與設計。第四章到第七章將以上述四個分期作出分析。第八章為結論。

The thesis focuses on the bilateral-boundaries safety and the development foresight between ASEAN and U.S.A. on the basis of the approach of Social Constructivism. The research is designed objectively by four main variables from Wendt’s Social Constructivism, which are Interdependence, Common Fate, Homogeneity, and Self-restraint as analysis for culture and identity under construction of bilateral interaction. It uses Cross Level Analysis way included System Level and State Level for the level of analyzing, probing into the change of history as well as the research of the future of the bilateral relation by historical and structural change.
In the part of literature, it points out the suitability of approach of Social Constructivism instead of Neo-realism and new-liberalism. It discusses the relationship between ASEAN and U.S.A. in practice, and analyzes interaction between countries by Wendt’s four variables further. Moreover, for the cross analysis of the elements of bilateral safety and development relation, the process of interaction as well as the change of construction, the research separated into four period, including 1990 Post Cold War, 1997 Asian Financial Crisis, 2001 September 11 attacks and 2008 Financial Tsunami, which are designed by the history of Southeastern Asia and U.S.A.. Eventually, it is found that using Wendt’s Social Constructivism as method could completely interpret the real bilateral cultural interaction in theory; in the other hand, in practice there are different bilateral cultures and relations in different periods, though defined to Rock’s Culture, which is uncertainty and competition. However, the main reasons why there are no collective security between bilateral relation is that the development of the concept of the history and soft power by four variables, and provide some suggestion for research in the future.
The thesis is composed of eight chapters. From the first chapter to Chapter Eight, respectively are the purpose and questions of the research, the history review, research method, the completed analysis including the four periods, and the following up suggestion.
