學歷與經歷能增加人們於就業市場中的價值,由於經驗及能力是無形的,若可藉由透過專業機構教育培訓,以公開的資格考試認可其經驗與能力,經由此認證方式取得專業證書相對地具有公信力,因此在職者之教育訓練與專業資格認可制度因此蓬勃發展。企業之品質極度重要,消費者對品質的要求也日益漸升,美國企業重視品質人才並願意付出高額的薪資,而類似的教育訓練及其認證考試也建立於台灣卻尚未存在相關之調查,本文藉由問卷結果調查持有證照者之經驗,了解現有的品質工程師/技術師證照的認證及培訓制度是否能使人員增加職場生涯中的的價值,藉由訓練成效評估模型,評估證照知識領域課程的訓練成效,根據問卷結果發現通過證照考試並符合取得證照條件的人員,能藉由訓練的成果改善自己的工作態度與技巧,為企業做出貢獻並為自己帶來優良的工作績效,因此品質證照制度是適合現況的。除此之外,本文將Kirkpatrick的四層次評估模型結合計畫行為理論,以分析影響此證照訓練課程成效之關鍵因素,其中發現以行為控制知覺為最明顯影響其訓練轉移之因素,無論企業或是人員都可於訓練時加強此因素,提升訓練之成效。
Education and experience can increase value of a person in the job market. Should one could be recognized through qualification examinations held by professional institutions, his/her experience and capability would earn professional credits. As a result, various professional qualification systems have been implemented. This work focuses on the certified quality engineers/technicians offered by CSQ (Chinese Society for Quality) and investigates the empirical experiences of these license owners. Kirkpatrick's four-level evaluation model and the theory of planned behavior is applied to analyze the key factors affecting the effectiveness of the training course for them to prepare the certification examination. The survey results suggest that perceived behavioral control is the most obvious factor affecting the training transfer and company or personnel who can strengthen this factor during training could improve the effectiveness of the training.
