「停限電運轉圖資系統」(OMS)是台電公司24個區營業處共同推行的第一個圖資資訊數位化的專案系統,也是各個區營業處的一個前所未有的新任務與考驗。原先在OMS專案導入時,或受限於專案的契約限制,或欠缺類似專案經驗,故僅能以專案時程的控管與數化的品質,做為專案系統完成的依據。對於專案系統導入時的其他問題,或許無法發現,或許發現時也無法根據契約要求廠商解決,提出相關解決方式,對整個專案的執行與改善並無深入著墨。
本研究以ALADWANI(2002)提出的「資訊系統導入專案整合模式」為本研究基礎架構,依據的專案的六大特性與文獻探討,整理出專案成效的評估要點,以建立本研究的研究架構。所以本研究依據研究架構中的六大專案特性(技術、任務、組織、團隊、人員與處理程序),對台電公司原專案OMS導入過程,重新檢視分析:
1.原專案導入時發現的問題點。
2.發現問題時的處理。
3.專案成效的評估要點項目與六大專案特性之關聯性。
4.最後,提出結論與建議,提供後續相關新系統導入時參考。
OMS (Outage Management System) is the first special project of digital map information system which implement by 24 districts of Taiwan Power Company, and by the mean time, this is also an unprecedented new task and test for all these districts to work on.
Initially, part of the limitation by the agreement of the project, part of pausing similar project experience, and therefore, it can only taking the control result and digital quality during the implementation schedule to be the foundation when the special project is finished.
Regarding to other problems when carry out this special project, they may not able to be found nor the problems found can not be solved from the manufactures by providing a better relative solution according to the contract. And according to this result, that’s why it did not take further discussion to the execution achievement and the improvement to the whole project.
The fundamental of this research is based on ALADWANI (2002) ' An Integrated performance model of information systems projects' to build its frame work, and arrange the main evaluation points according to the literature and six major characteristics as mention as above for the special project. As said of these six major characteristics (Technology Characteristics, Task Characteristics, Organization Characteristics, Project Characteristics, Process Characteristics, People Characteristics), the research look over again and analyses the following issues during the process of OMS project:
1. What were the original problems when leaded the project.
2. How the problems be disposed to.
3. The connection between the evaluation points and the six major characteristics
4.Finally, to propose the conclusion and suggestion, to offer reference for follow-up to lead up to relevant new systems later on.
