2003年以來世界上發生了許多重要事件，使得世界石油市場發生重大的變化與衝擊，目前油價亦達近年來之最高峰。面對這樣多變的時代，專業知識的累積及各個階段策略生命週期中所引發的技術資訊與知識甚多且繁，因而受到多方面的考驗。以往在國內傳統的石油產業中利用資訊科技來整合國內外石油相關資訊資源並不普及，使得相關人員在學習的生命週期中，浪費許多時間在搜尋，進而嚴重影響到知識的累積。
　　本研究所探討的石油策略研究中心為經濟部能源委員會所補助成立，它是一個介於學術界與產業界之間之諮詢單位，是政府與業界之間的橋樑，亦是政策意見之提供者。研究針對石油策略研究中心專業知識的累積，及各個階段策略生命週期中所引發的技術資訊與知識的保存、分類、維護再利用的需求，分析建構出一套適合石油策略研究中心之知識庫系統架構，其中包括能源知識分類與知識編碼、使用者需求分析、系統實體架構及功能架構分析，並藉由資訊科技的應用，建立石油策略研究中心知識庫系統，以落實知識保存與累積及應用之工作，提供溝通諮詢平台，改善國內石油策略知識不足之現況，使未來在石油策略專業知識之運用更有效率。

　　This research discusses Center of Petroleum Strategy Study which is formed by Ministry of Economic Affairs Energy Commission (MOEAEC).
　　The center is a consulting unit between academes and industries, a bridge between the government and industries. It is also an offer of policy cogitation in every single important asset accumulation and operation.
　　Therefore, if there is no knowledge management stage fitting what the center needs, research results would not easily continue and strategic knowledge would not be effectively accumulative and apostolic
