二十一世紀的當代社會所面臨的宜居問題，並不在意識或思想層面，而是在於實踐方法，意識與行動必須有效連結。而戰術性都市主義(Tactical Urbanism)似乎展示了一條通往宜居街道的新途徑。它運用小規模、低成本、實驗性的短期活動，建立群眾意識，發展利益關係人間的信任，並創造長期變化。若解讀其在都市中的作用與意義，則顯現事件可能從質疑現況開始，鬆動既定狀態、產生思想和實踐的流動性，而探索新可能或開闢新方向。
本研究運用案例研究法，探討美國都市案例的成功途徑為何，包括舊金山的PARK(ing)案例、紐約的honku案例以及達拉斯的Better Block案例，分別面對公共空間、居住環境以及衰敗街區中的不同宜居街道議題，都成功扭轉了地區的命運從而實現宜居街道。再討論面對相仿議題的台南案例，包括好望角計畫、烏桕巷以及正興街等案例，以美國及台南案例兩者所展現的發展特性，在不同都市環境背景下，探討其共通性、相異性，以提出對台南的啟發。
研究發現美國案例的成功途徑，在於「運用介入行動特性喚起共鳴或轉變觀點」、「傳播與集結群眾意識及力量」、「群起行動引發政府回應」，此三件事的連結。而途徑背後所展現的關鍵性意義，也為台南帶來啟發，包括議題、行動、群眾意識等方面。

The issue of livability faced by contemporary society in the twenty-first century is not at the level of consciousness or thought, but in practical methods.
Tactical Urbanism seems to show a new way to achieve livable streets. It uses small-scale, low-cost and experimental short-term activities to build mass awareness, develop trust among stakeholders, and create long-term change.
This study uses case studies to explore successful approaches to urban cases in the United States, including the PARK(ing) in San Francisco, the honku in New York, and the Better Block in Dallas. Then discuss the Tainan cases facing similar issues, including the Good Looking Coner, the Wujing Lane and Zhengxing Street.
The study found that the successful way of the U.S. case lies in using the characteristics of intervention to resonate or change perspectives, spread and assemble mass awareness and strength, and rally the government's response, a link between three things. The meaning behind the path also inspires Tainan.
