政府於執行公共建設前，已有先進行規劃之程序。然而往往執行完規劃案，因規劃成果不理想，無法落實執行，只能將規劃成果擱置在旁。本論文以雲嘉南濱海國家風景區之東石遊憩次系統規劃案為研究標的，應用系統規劃檢討遊憩規劃案之規劃程序，以建構雲嘉南濱海國家風景區管理處遊憩規劃案之合理規劃過程、全體遊憩規劃案之合理執行順序、遊憩規劃案之合理契約內容及檢討決策者、規劃者在規劃過程中之缺失並提出建議，使其決策者及規劃者於未來遊憩規劃程序中皆能得到合理且妥適的成果，得予落實於建設執行。
本論文以該規劃案現有資料如各階段審查會議紀錄、各階段報告書，整理現有書面資料還原東石遊憩次系統規劃案之規劃過程。並整理系統規劃理論、架構遊憩系統及分析雲嘉南濱海國家風景區之上位計畫，作為檢討該規劃案規劃過程之工具。
利用系統規劃理論檢討東石遊憩次系統規劃案之規劃過程，所得結論如下：一、應以系統規劃理論作為雲管處遊憩規劃案之規劃程序：系統規劃程序大致為環境資料收集、目標研擬、研擬規劃方案及規劃方案評估等4步驟；二、雲管處遊憩規劃案合理執行順序為：基礎資料調查收集委託案、全風景區觀光發展規劃案、各遊憩次系統規劃案、重要遊憩據點細部規劃案；三、將系統規劃理論導入雲管處遊憩規劃案之契約內容；四、整理規劃單位與決策單位於規劃過程中之缺失與建議。
整理決策者之缺失為：一、急於執行觀光建設工程；二、未合理安排各規劃案執行順序；三、不瞭解東石遊憩次系統規劃案應有的定位及目標；四、無確實查核規劃者是否按會議意見修正；五、未經評估即加入自行決定或配合執行之規劃構想；六、未要求規劃單位做實質計畫之可行性評估等缺失。
而規劃者的缺失為：一、規劃過程無邏輯性；二、資料收集分析嚴重不全，無法描述遊憩系統供需狀況；三、目標研擬所提出主要目標、次要目標、課題、對策無關聯性，且未承接已收集分析的資料；四、研擬規劃方案階段缺失如下：1、不符合主要目標，2、過於強調應用3D實境模擬、思考面向單一，3、僅以建設觀點努力去填滿該區之規劃，4、所提實質計畫間各自獨立無關聯性；五、無研擬替選方案，亦無評估規劃方案。
故給決策者的建議為：一、應視規劃案性質挑選合適專業背景之規劃團隊；二、應強化規劃案執行人員專業素質，改善規劃案書面審查程序；三、以系統規劃檢討各遊憩規劃至執行觀光建設工程。而對規劃者的建議為以系統規劃執行規劃、強化團隊各背景之專業人士實際參與。

In Taiwan, the government has planned before executing construction. However, it’s always hard to accomplish the results of the planning. The objective of this paper is the recreative planning of Dongshin subsystem of Southwest Coast National Scenic Area. In this paper, it applies the system planning theory to evaluate the process of recreative subsystem plan. And it constructs the ideal process , the executive order and the reasonable contract of recreative planing of Southwest Coast National Scenic Area Admiistration, find the decision-makers’ and planners’ mistakes, make proper recommendations and hope to bring reasonable and appropriate results to the decision-makers and the planners during the planning process in the future.
The paper restores the original process of recreative subsystem planning by reviewing the existed data, such as the records of the meetings and the reports of each step. It evaluates the planning process by constructing the system planning theory, structuring the recreative system planning and analyzing the host program of Southwesr Coast National Scenic Area.
The conclusions gotten by the paper appling system planning theory to evaluate the original processes of the recreative subsystem planning are: First, Southwest Coast National Scenic Area Admiistration should apply system planning theory to the processes of the recreative planning, and the processes of system planning theory are collecting datas, defining goals, planning and evaluating; Second, the reasonable orders of executing recreative planing are the projects of collecting datas, the planning of all scenic area, the recreative subsystem planning and the planning of the recreative constructions; Third, apply system planning theory to the contracts of the recreative planning of Southwest Coast National Scenic Area Admiistration; Fourth, arrange the mistakes of the decision-makers and the planners during the process of the planning.
The decision-makers’ mistakes are: First, hurry executing the recreative constructions; Second, there is no reasonable order of the recreative planning; Third, not understand the positions and the goals of the recreative subsystem planning in Dongshin; Fourth, not sincerely check the planning has been corrected accouding to the conclusions of the meetings;Fifth, add ideas to the planning without evaluating; Sixth, no require the planners to evaluate the feasibility of planning.
The mistakes of the planners are: First, the process of the planning isn’t logical; Second, the data are not enough to describe the supplyment and the demand of the recreative system; Third, the primary goals, secondary goals, issues and strategy aren’t relevant between each other during the process of developing the goals; Fourth, the mistakes during the process of developing the plans are: 1, not fit the primary goals, 2, emphasize too much on the application of 3D virtual simulation, and think too simply, 3, plan too many the constructions in Dongshin, 4, the plans aren’t relevant between each other; Fifth, no develop alternatives,and no evaluate the plans.
Therefore, the suggestions to decision-makers are: First, select planners depending on the appropriate professional knowledge; Second,strengthen the professional quality of the executant of the planning for improving the examining process of the planning; Third, apply system planning theory from the planning to the constructions. The suggestions to planners are that apply system planning theory to develope the plans and improve the actual participation of every professional planners.
