美國的「印太戰略」與中國的「一帶一路」倡議在南海（South china sea）區域交錯，再加上南海島礁主權爭議懸而未決，位於亞洲重要地緣戰略位置的菲律賓無法置身之外，本文以地緣政治的現實主義觀點分析菲律賓杜特蒂政府在南海區域的安全發展策略選擇。運用雙層內外三角分析架構與關係分級量表，探討杜特蒂政府在政府、經濟與社會三面向對於美國與中國的親近疏遠，以及策略選擇的趨勢。研究發現杜特蒂政府善用自身地緣戰略位置，在發展上，結合中國的「一帶一路」倡議與本國的「Build Build Build」基礎建設計畫以提升菲律賓經濟發展。在安全上，則維持與美國的軍事盟友關係以防範中國在南海的行動。隨著美國拜登政府的印太戰略採取結盟策略與中菲在南海的仁愛礁（Second Thomas Shoal）發生衝突，杜特蒂政府在政府、經濟與社會正呈現「遠中傾美」的策略趨勢。

This paper analyzes the choices made by the Duterte Administration of the Philippines regarding its security development strategy in the South China Sea region from a geopolitical realism perspective. Using a triangular analysis framework with a two-tier internal and external factor and a relationship rating scale, the study examines the trends and strategic choices of the Duterte administration's affinity and estrangement toward the United States and China regarding governmental, economic and social aspects. It is found that the Duterte administration leverages its geostrategic position by combining China's "Belt and Road” initiative with its own “Build Build Build” infrastructure program to enhance the economic development of the Philippines. In terms of security, it has maintained its military alliance with the U.S. to prevent Chinese military actions in the South China Sea. With the Biden administration's Indo-Pacific strategy of alliance building and the China-Philippine conflict over Second Thomas Shoal, the Duterte administration has shown a trend of "distancing China and favoring the U.S.” in all aspects of government, economy and society.
