  • 近年來在電信自由化的潮流下,政府陸續開放各種電信業務,使電信產業成為1990年代以後發展最迅速的產業之一,為迎合行動電話與網際網路廣泛運用所帶來的個人生活精彩、企業營運升級之風潮,電信業者所提供之服務應成為社會大眾的生活幫手,以及廣大企業的經營伙伴。
    在電信業中電力系統之設備被列為通信系統的重要設備,因為若無法適時的提供安全、穩定及可靠的通信電源系統,則任何通信系統的建設將淪為空談,故電信電力工程以系統性的思維模式來進行工程建設管理,並藉由國際標準組織的品質系統以及勞工安全衛生管理,應可以大幅提高工程建設品質及服務效率。
    系統工程管理是正在發展且趨向完整的一門管理與技術應用於系統工程的方法,並且溝通了自然科學與社會科學之間的連繫,使人們擺脫了傳統方式的思維,綜合應用現代科技的最新成果,提供最有效的思考模式和管理方法,為龐大且複雜的工程整合技術與管理,開闢了解決問題的新途徑。
    電信電力系統工程廣義而言主要項目有:交流供電系統、緊急發電機設備、不中斷電源設備、直流供電設備、蓄電池設備、空調系統、接地系統、集中監控系統等。自動化乃電信發展的趨勢,為提高營運績效,將上述之通信的重要設備運作狀況以電子化作業納入監視及控制,能有效運用人力以及提高維運品質及績效。
    平衡計分卡系統,它最初目的是改善績效的衡量系統,演化為新管理系統的基礎,成為一套協助組織整合,並著重於策略執行和改善的系統。個案公司於2003年導入平衡計分卡系統,研究生本人希望能將電信電力系統工程納入BSC系統進行績效管理是本研究的初步構想,進而建立e化平台以達到績效管理的目的。

    Under the trend of telecommunication liberalization in recent years, the government opens various kinds of telecommunication service successively, make the telecommunication industry develop one of the fastest industries after becoming 1990 times, use the mobile telephone and internet network extensively in order to cater to the personal life excellence, enterprise brought to operate the business upgraded, the service that the telecommunication industry person offers should become the people's life helper, and the business partners of enterprises.
    The equipment of the power system is classified as the important equipment of the communication system in the telecommunication industry, because if the unable offering safe, steady and reliable telecom power system in good time, the construction of any communication system will become the empty talk, so the power engineering of telecommunications will build project to manage by way of systemic thinking, and manage with the quality system of the international standard organization and occupational health and safety management, answering can improve the quality and service efficiency of engineering construction by a wide margin.
    System engineering management is to develop and tend to an intact method that management and technology are being applied to the system engineering, and the one that has linked up between natural science and social science is linked, make people get rid of the thinking of the traditional way, the newest achievement of the modern science and technology of integrated application, offer the most effective thinking way and office procedure, combine the technology and management for the huge and complicated project, has opened up the new way to solve the problem.
    In generally, for the telecom power system engineering broad sense as follows of Alternating current system, Urgent generator equipment, Uninterrupted power system equipment, Direct current power supply system, Battery equipment, Air conditioner system, Earth system, Concentrate monitoring and control system, etc.. Automation is a telecommunication development trend, in order to improve the operation performance, include the important equipment operation state of above-mentioned communication in and monitor and control with the electronic operation, can effectively use manpower and improve maintain and operation quality and performance.
    Balance-score card system, its initial purpose is to improve the measurement system of the performance, turn into the foundation of the new administrative system, become one set and help to organize and combine, focus on tactics carrying out and improved system. Case-study company brought the concept into the balance-score card system in 2003, graduate student’s hope is it can include telecom power system engineering in BSC system carry on performance it manages to be preliminary idea of research, and then set up e-platform in order to the purpose to achieve performance management.
