汽車貨運業為維繫經濟活動與物流運輸之重要基礎,卻因車體龐大、運輸時程壓力高及產業勞動條件特殊,長期面臨較高的事故風險。既有文獻多以計畫行為理論(TPB)解釋駕駛人之理性決策,惟該理論預設行為出於審慎計畫,較難解釋職業駕駛人於高工時、趕件或同儕壓力等情境下,所誘發之非計畫性違規;且過去研究多聚焦個人心理層面,較少同時檢視制度信任、處罰接受度等執法正當性認知,以及企業安全氣候等組織情境因素,如何影響個人心理機制及最終的守法行為。因此,本研究以計畫行為理論(TPB)結合原型意願模型(PWM)為基礎,並依序納入制度信任、處罰接受度及組織安全氣候等三項前因變項,建立橫跨制度、組織與個人心理層面之整合模型,探討職業貨車駕駛人法規遵守行為之影響。
本研究以本國職業貨車駕駛人為對象進行問卷調查,取得387份有效樣本,並以SPSS及AMOS軟體進行信效度分析與結構方程模式(SEM)分析,並以三階段模型進行驗證。結果顯示,TPB與PWM整合模型能有效解釋職業貨車駕駛人之法規遵守行為,且理性決策路徑與社會反應路徑均達顯著影響,亦受到情境反應與職業群體形象認同影響。處罰接受度為影響守法態度與主觀規範之重要前因;制度信任則透過組織安全氣候發揮中介效果,組織安全氣候對知覺行為控制之影響效果最強(β=0.848),表示企業的安全管理文化能有效提升駕駛人法規遵守之能力認知與控制感。
綜合而言,提升職業貨車駕駛人法規遵守行為,不應僅依賴加重裁罰或強化執法,本研究建議交通主管機關應強化執法制度之公平性與透明度,並協同企業共同建立安全文化與合理績效誘因,以提升職業貨車駕駛人之法規遵守行為。
This study integrated the Theory of Planned Behavior (TPB), the Prototype Willingness Model (PWM), Institutional Trust, Sanction Acceptability, and Organizational Safety Climate to investigate truck drivers' regulatory compliance behavior. The proposed framework examined how institutional and organizational factors influence regulatory compliance behavior through rational decision-making and social reaction processes.
A structured questionnaire survey was conducted among professional truck drivers in Taiwan, yielding 387 valid responses. Structural Equation Modeling (SEM) using AMOS was employed to evaluate the measurement model, test the proposed hypotheses, and examine the mediating effect of Organizational Safety Climate.
The results showed that the integrated TPB–PWM framework effectively explained truck drivers' regulatory compliance behavior. Behavioral Intention and Behavioral Willingness significantly predicted Behavior, while Prototype Perception significantly influenced Behavioral Willingness. Institutional Trust significantly enhanced Organizational Safety Climate but had no significant direct effect on Attitude and Subjective Norm. Sanction Acceptability positively influenced Attitude, Subjective Norm, and Perceived Behavioral Control. Furthermore, Organizational Safety Climate mediated the relationship between Institutional Trust and Behavioral Intention and Behavior, with the strongest effect on Perceived Behavioral Control.
The findings suggest that strengthening Institutional Trust, improving Sanction Acceptability, and fostering a positive Organizational Safety Climate are essential for promoting truck drivers' regulatory compliance behavior. This study extends the application of TPB and PWM in the professional driving context and provides practical implications for traffic safety management and transportation policy.
