本論文以美國川普總統2025年再度執政後,針對從屬國實施經濟脅迫政策為研究對象,探討當全球權力轉移加劇、霸權面臨制度反噬與崛起強權挑戰時,其對從屬國所採取的強制性策略。傳統國際關係理論多認為權力轉移、制度變化與秩序重組通常發生於「霸權戰爭斷裂點」之後,但本文主張,霸權在進入戰爭之前,即可能透過對從屬國的經濟脅迫提前進行制度調整與秩序重塑。
本研究採新古典現實主義作為理論基礎,從三項假設出發:(一)霸權有維持不對稱權力優勢的偏好;(二)不對稱安全同盟賦予霸權更大行動自由;(三)霸權可武器化其結構權力以進行資源汲取與政策操控。本文以川普2.0政府上任前六個月內對中國、加拿大、墨西哥、日本、歐盟與台灣的政策作為案例,分析美國如何運用關稅制裁、技術控制與安全威脅,迫使從屬國配合其地緣戰略與經濟利益。
研究發現,川普政府在制度效果減弱與霸權地位動搖之際,已由制度型領導轉向脅迫型霸權,試圖藉經濟手段重建對從屬國的支配關係,並遏止中國的崛起。此策略雖未動用軍力,卻已展現出霸權面對權力遞減時對體系進行主動調整的能力與意圖。
理論上,本論文補充了對霸權「非戰爭型脅迫」行為的討論,說明霸權可在戰爭前即進行結構性重組;實務上,則有助中小國理解如何在夾縫中應對脅迫、維護戰略自主。本文為觀察當代國際秩序變遷與霸權轉型提供了新的視角與理論框架。
This thesis examines the coercive economic strategies adopted by the United States under President Donald Trump’s second administration (2025) toward its subordinate states. While traditional hegemonic stability theories emphasize multilateral cooperation and institution-building, this study argues that a hegemon facing power transition pressures and institutional backlash may increasingly resort to economic coercion against its allies to maintain dominance. Using neoclassical realism as the analytical framework and five representative cases (China, Canada, Mexico, Japan, the EU, and Taiwan), the research reveals that the Trump administration weaponized structural power through punitive tariffs, investment pressure, and asymmetric security exchange to reinforce U.S. hegemony. The study contributes to a more nuanced understanding of hegemonic behavior prior to the outbreak of hegemonic wars, highlighting the importance of “non-war ruptures” in international order transformation.
