近年來,半導體產業在台灣的經濟及技術發展上扮演非常決定性之角色,半導體廠商成長過程的起步即是廠房的建造。然而,在此同時,半導體產業擴廠專案所產生之職業災害比例,亦不斷的上升。職業災害的發生,除造成眾多勞工之傷、疾病、殘廢與死亡外,亦導致事業單位財物設備之重大損失及災害處理補償上之沈重負擔,甚至影響及於罹災者之家屬生計,衍生嚴重社會問題,對整體國家經濟帶來難以估計的損失。因此,如何有效降低半導體產業建廠過程之職災風險是重要課題。
本研究目的主要就半導體建廠期間,如何採取有效的安全管理制度來降低職災風險,並將執行過程之安全管理、實際案例做分析與探討,以做為其他新建廠專案之參考。
本研究成果,可以提供半導體建廠專案人員對於施工安全的角色與安全責任有更清楚的認知;並藉由新建廠實例之安全事故統計與分析,了解建廠各階段之高風險作業項目及安全管理重點,以做為安全改進重點的參考,達到施工安全的目的。
In recent years, economy and technique development of semiconductor industry at Taiwan plays a very decisive role, semiconductor manufacturer the start of the growth process is the build of factory premises. However, here in the meantime, the semiconductor industry expands the ratio of the occupation disaster that the factory project generates, also continuous rising. The occurrence of the occupation disaster, in addition to cause wound, disease, physically disabled and death of numerous labors, also make major loss and disaster of the business unit wealth and properties equipment handled offset up of heavy burden, even influence to come up to family members' living of the Li disaster, develop a seriously social problem, to whole nation economy bring hard estimated loss. Consequently, how effectively reduce semiconductor industry to set up factory the work disaster risk of process is an important topic.
This research purpose mainly semiconductor setup period, how adopt a valid safe management system to reduce job disaster risk, and will run safe process management, the actual case analyze and inquire into to be used as other lately set up factory the reference of project.
The origin studies a fruit, can provide role and safe responsibility of personnel to construction security of the project of the semiconductor setup to have clearer
cognition; Also by lately set up factory safe solid example accident statistics and analysis, understand high item of the risk homework and security of setting up factory each stage to manage a point, with be used as security improvement point of reference, reach construction safe of purpose.
