  •   台灣IC產業自1970年代由國外引進製造技術以後,政府積極培植民間發展IC產業,民間廠商亦積極尋找國外廠商合作研發,促使台灣IC產業產值由1999年之4,235億元增加至2004年之11,141億元,不但為個體廠商帶來商業利潤,更為社會整體創造經濟產值,帶來許多就業機會。其競爭優勢即在於台灣IC產業技術創新現象頻繁,技術創新擴散活絡,不斷推動台灣IC產業的技術研發與產業發展。然而,面對中國大陸IC產業快速成長的威脅,台灣IC產業如何繼續強化原有優勢並開創新市場,實為台灣IC廠商與政府共同之課題。
      本研究從技術創新擴散理論之觀點,以新公司成立家數作為總體擴散程度指標,探討台灣IC產業現有產業空間分佈現象,亦即台灣IC產業技術創新擴散的鄰近效果與階層效果,進一步了解隱性知識與顯性知識對產業發展的重要性。
      研究結果顯示,隱性知識對於IC設計、製造業之影響較大,且影響範圍限於區域層級,封裝測試則較弱。此外,IC設計、製造業區位偏好為科學工業區、公共設施完善以及鄰近交流道與機場等條件;IC封裝測試由於屬下游廠商,其區位選擇以加工出口區與鄰近港口為主要考量。
      未來台灣IC產業一方面應強化現有垂直生產鏈的結構,整合上中下游產業技術研發資源,重視上中下游生產關聯技術的研發;另一方面,則應健全產官學研合作機制,朝向市場導向研發,都將有助於提升台灣IC產業之發展。

      Following its technology being brought to Taiwan in the 1970s from foreign countries, the output value of Taiwan’s IC industry had surged to NT$1,114.1 billions in 2004 from merely NT$423.5 billions in 1999 as a result of government’s aggressiveness to help the private sector develop its IC industry and the R&D cooperation made by the private enterprises with foreign firms. It not only brings individual firms with huge business benefit, but also creates tremendous economic output value for the society and brings plenty of employment opportunities. The competition edge of Taiwan’s IC industry is mainly placed on the frequency of technological innovation and activation of technological innovation diffusion which have kept pushing Taiwan’s IC industry and its technological R&D to make headway. Nevertheless, in the face of the threat resulting from the rapid growth of China’s IC industry, it turns out to be a common issue for Taiwan’s IC firms and government to contemplate how to continue to strengthen the industry’s original advantages and create new markets to counter the competition from China.
      From the aspect of technological innovation diffusion theory, the study uses the number of the newly established company as the indicator of overall diffusion degree to investigate the existing industrial spatial distribution in Taiwan’s IC industry, so as to further understand the importance of tacit and codified knowledge to the industrial development by viewing the neighborhood effect and hierarchy effect of technology innovation diffusion in Taiwan’s IC industry.
      The results of the study show that tacit knowledge has greater impact on the IC design and manufacturing industry, and the impact is limited to regional level while IC packaging testing industry shows less impact. In addition, the IC design and manufacturing industry requires a scientific industrial environment where good amenities and convenient transportation (e.g. close to interchanges and airport, etc.) shall be available. For IC packaging testing industry, its firms are downstream suppliers, so export processing zones and the areas neighboring ports are their major choices.
      On the one hand, Taiwan’s IC industry shall strengthen the structure of its existing vertical production chain, integrate technological R&D resources of up, mid and downstream industries, and place a high premium on the R&D of up, mid and downstream production associated technologies. On the other, it shall build an intact cooperation mechanism to combine the contribution from sectors of industry, government and academy and head for market-driven R&D. In this way, Taiwan’s IC industry will be progressively developed.
