台灣自1981年開啟專案管理應用，迄1998年始賦予主辦機關委託專案管理服務之法源依據，並將工程之「專案管理」作為習稱「營建管理」或「專案營建管理」之法定名詞；惟專案管理制度實施至今，相較其他如「建築法」等實施已久之法規，仍屬新興法規。
專案管理僅「技服辦法」提供業主可委託專案管理廠商提供服務內容，隨著對工程的要求由『量』的需求轉為對『質』的追求，執行至今專案管理工作要求與服務功能易造成機關與廠商認知差異。現行工程專案管理服務酬金，機關仍喜以建造費用百分比法為計算方式；而影響專案管理廠商服務費用因素眾多，如工程複雜度、責任加重、工程分標數、業主擴大解釋工作範圍所增加工作、現金流透支、變更設計及工期延長服務期限等不確定因素，建造費用百分比法並未將前述考量因素納入形成報酬不對等不合理。
公共工程之建造費用百分比法已調升設計監造服務費率；惟工程專案管理工作增加，卻無調整服務費率，且機關目前對委託PCM 管理之工程現況多有怨言，雙方癥結是否為PCM報酬不合理，以致PCM服務未能達到機關需求，試探討現行營建管理問題、服務市場供需及其合理組織與報酬分析，並藉由此研究瞭解公共建築工程專案管理功能無法發揮其根源問題是否為PCM酬金不合理。

Taiwan opened the access of project management application since 1981, and gave the legal basis to the responsibel unit which entrust and undertake the project management services until 1998 . And named the "project management" as the statutory term of "Construction Management" or "construction project management" . However,the implement of the project management system today compared to others such as "Construction Law" which implemented the regulations has been a long time, it is still to be an emerging regulations.
Project management provide owners the "technical service approach" which mean the commissioned companies provide the project management services for them. Project management could easily lead to cognitive differences between agencies and vendors because the requirements of the "quantity" needs to pursuit to 'quality' . Currently, the authorities prefer to calculate Remuneration for the current engineering project management services with the percentage of construction cost methods. There are many factors would affected the expenses for the project management services , such as project complexity, increased responsibilities, the number of sub-standard construction, the owners expanded the scope of work to explain the increase in work cash flow overdrafts, design changes and to extend the duration period of service and other uncertainties,Therefore, the percentage of construction cost method cccur the unreasonable compensation because it does not include the factors of the aforementioned considerations.

Percentage of construction costs in public works has raised the rate of design and supervision services; at the same time, the engineering project management increse the workload, but does not adjust to the rate of service. Also,the authorities complained about the current status of management project which was commissioned from the PCM . The crux of the problem we need to discuss is the unreasonable compensation of PCM cause the service of PCM can not meet the goal of the authorities. We are trying to explore the field of current construction management, service organization and market supply and demand and reasonable compensation analysis, and research to understand whether the unreasonable remuneration of PCM cause the funcion of public construction project management can not be enhance completely.
