  •   近年來人類賴以生存的全球氣候及環境異變,使得永續發展議題開始受到全球的重視,其概念自從1980年代提出(IUCN、UNEP and WWF,1980),便受到全世界注目與關心,並於1992年巴西里約地球高峰會議後,永續發展更是成為世界各國對於環境的共識。在「永續建築」議題上,2000年永續建築國際會議中曾定義:永續思考操作事項是從建材、建築物到都市尺度,並具備生態、經濟、社會文化因素,更需反映區域性特色,以建構適當的模型執行與達成。

      台灣屬於環亞熱帶的國家,擁有特殊的地理氣候環境條件,故其推動永續建築的方向與內容,應與寒、溫帶或OECD國家有所區別。故本研究由國際積極發展的永續建築評估工具中,建議一個經本土化修正而適合亞熱帶台灣的永續發展的因應技術觀念與操作方向;提供國內、外的相關研究,與國內永續建築的政策推動方向之參考。而經相關文獻整理,GBTool永續建築評估系統強調其具有建築多面向廣度及「因地制宜」之特性,故本研究以GB-Tool評估系統為研究之對象與範圍。以轉化修正適合台灣本土的評估指標系統。並簡化修正程序以增加其可運用性。

      本研究使用專家問卷及運用層級分析法(Analytic Hierarchy Process)分析,針對GB-Tool評估系統的評估內容架構,設計專家諮詢問卷,經過層級分析法的層級計算,挑選出適合台灣在建築永續性的評估項目,以建立適合台灣地區應用之評估系統。

      根據案例初步操作評估之分析結果,108個評估細項國內可操作之項目達99項(91.7%),在台灣具適用性,但研究結果可發現對於「能源與資源消耗」、「耐久性」、「社會與經濟面」之看法因地區的不同有顯著差異。影響永續的層面包含環境、經濟、社會三個重要面向,台灣地區適用性之探討以此三項具有其獨特性,更應該依據其特點去做轉化應用。

      In Recent years,global climate and environment changes badly. Therefore, the issue of sustainable development becomes more and more important. This concept has been emphasized from 1980.(IUCN、UNEP nad WWF,1980)It has been taken more concerns from all over the world. After the “Earth Summit” in Brazil, there is a conclusion about sustainable development in the world. With the issue of “sustainable development”, there is a definition in 2000 Sustainable Building International conference: Sustainability is operated in material 、building and urban, and it should conclude the ecology, the economical, the society cultural element, and must also reflect the regional characteristic to achieve the sustainable goal.

      Taiwan is in the subtropics zone. It has its own regional characteristic. Therefore, while we impetus the direction and the content of sustainable building, it is different from the cold temperate zone the OECD country. This study attempts to suggest a sustainable building assessment tool in Taiwan which adjusted form international sustainable building assessment system. According to the research from aboard, the GBTool assessment system is used wide and emphasized on regional operation. Therefore, this study analysis the GBTool assessment system and revise to use in Taiwan.

      This study use “Analytic Hierarchy Process” to analysis. According to the content and construction of the GB-Tool assessment system, the expert consultative survey is designed. With the calculation of AHP method, this study suggests that the assessment category is suitable in Taiwan, and build the assessment system in Taiwan.

      According to this study, it can be testified that there are 99 assessment categories can be used in Taiwan from 108 assessment categories in GBTool. It show the customization of GBTool in Taiwan is suitable. However, this study show that the assessment issue of Energy and Resource Consumption、Long-Term Performance、Social and Economic aspects are different in Taiwan. Those assessment issues should be revised and than manipulate in Taiwan.
