近年來高雄市因應產業外移，原為工業區變更為其他土地使用，釋放的土地除了公共建設外，便由開發商投資興建。此篇論文探討高雄市住宅開發產業適應外在環境變化，以自我組織的角度觀察產業改變運作以求生存。都市發展受到規劃師、政府、開發商影響，又住宅是提供市民安居定所，新蓋建物且以住宅為主，是需要許多角色投入，諸如營造廠、建設公司、廣告銷售公司...等專業服務者，將視為一個產業，住宅開發產業是地方產業，面臨外在環境變化，使生產鏈有些角色受到影響，有些則不會，進而整個生產鏈運作變動，改變網絡的位置。本研究發現，民國68年至95年之間高雄市住宅開發產業歷經兩次自我組織，分別於民國76年至80年初期、89年至91年之間，受到大環境不景氣的影響、政策法令等改變，產業自我組織因應外在衝擊。

Due to flee of industries out of Kaohsiung in recent years, the land used to be enclosed as industrial parks had been transformed into other uses. Except for public constructions, the released land is used by developer into various kinds of buildings / uses. In this paper, the author tried to explore the adaptation of homebuilding industry in Kaohsiung to the external changes and observe how the industry has changed its operation for survival in the point of view of Self Organization. Urban development is subject to the influence of planning specialists, government and developers. Also, residence is a shelter of citizens of the city and new buildings are mostly of residential building and they take many different roles to involve and to play. They include building contractors, developer, advertising agent and promoters and many other professional services. They may be regarded as one category of industry. Homebuilding industry is a local industry and is always encountering changes in external environment and the changes also affect the roles played by certain partakers in the industrial chain. The change may cause changes to operations of the entire production chain, so is the network. In this research, it is found that between 1979 and 2006, the homebuilding industry has undergone two self-organizations, i.e. between 1987 and early part of 1991 and between 2000 and 2002. Due to the economic downturn and changes in legislations and policy, industry has to self-organized to meet with external impacts.
