  • 本論文探討職業病認定所面臨的挑戰,並提出聯盟鏈(Consortium Blockchain)作為解決方案。在現行制度中,勞工需提供相關的直接證據來證明其疾病與工作環境之間的關聯性,特別是在暴露於化學物質或其他有害物質的情況下,暴露數據是判斷職業病的重要依據。儘管職業安全衛生署使用勞工健康保護管理報備資訊系統整合多數職業安全衛生資料改善職業安全衛生管理系統,但工作環境監測數據及勞工個人的暴露紀錄仍存在不完整之問題,導致職業專科醫師在使用職業病診斷五大準則進行綜合評估時,難以確立疾病與工作環境的因果關係。為解決此問題,本篇論文提出應用聯盟鏈技術,透過節點儲存資料、同步機制、訪問權限管理及智能合約(Smart Contract)的應用,確保勞工的暴露資料得以完整儲存與分析,從而改善職業病認定過程的效率與準確性。

    This thesis investigates the challenges in recognizing occupational diseases and proposes Consortium Blockchain as a potential solution. Under the current system, workers are required to provide direct evidence to prove the connection between their illness and their work environment, particularly in cases involving exposure to harmful substances such as chemicals. Exposure data is crucial for diagnosing occupational diseases. Although the Labor Health Protection Reporting Information System has integrated most occupational safety and health data, gaps remain in workplace monitoring data and individual exposure records. This lack of completeness makes it difficult for occupational physicians to establish a clear causal link between diseases and work environments when conducting assessments based on the five major diagnostic criteria for occupational diseases. To address this issue, this thesis proposes the concept of establishing a consortium blockchain to enhance the transparency and accuracy of information, enabling effective management and tracking of workers' exposure data, thereby improving the identification and management of occupational diseases.
