臺北市建築環境的發展政策，過去大多依據建築法及都市計畫法作為執行重點，例如建蔽率、容積率、土地使用分區管制實施等相關法。但基本上仍僅限於初步建造的約束管理狀態，後續因為居民恣意改修房屋、加建違章建物等無限度擴張行為，造成整體都市景觀窳陋，更甚而成為地震或公共安全的犧牲品，危害人身安全。因此，在法令制度規範殘缺不周延，如何協助建立都市更新良善成功案例，促成都市內居住環境改造，是需要省思的重要課題更促使本研究的啟動。
本研究的內容藉由實務個案模擬探討不同規模基地都市更新分析及改建可行性分析兩大部分；都市更新改建分析探討，主要是為了解臺北市目前採都市更新方式改建實務上所產生的問題及解決之道建議，以做為民間都市更新改建個案之參考；而可行性分析則是對於都市更新條例中劃定依據、容積獎勵、財務模擬試算、及權利變換分配模式等相關條件進行研究評估，以提出辦理都市更新之可行性之建議。
透過本研究個案分析，提出為鼓勵都市更新推動，初步劃定階段不應受法令規範所侷限，應給予有意願之住戶均有更新重建之機會，但如何提高誘因給予住戶及建商共同合作之機會，於本研究提出相關課題與建議。

Theconstruction development regulations in Taipeimostly replies on the past construction law and in accordance with the Urban Planning Act for as implementation of the priority, for example, building coverage ratio, volume rate, land use zoning control implement etc. related laws. Basically, it is still limited to initial construction constraint management status.Gradually residents’ unscrupulous alterations to houses and apartments eventually expand to illegal buildingrestructure leads to hinderthe whole city and residents become even more of victims of earthquakeendanger the public and personal safety. Therefore, the lake of sufficient regulations, rules and norms becomes extremely important. How to help establish of successful urban renewal and facilitate living environment improvement are needed to reflect on important issues, but has also induced switch on this study.

The contents of this in-depth study by practical case simulation investigates different sizes base of urban renewal and alterations feasibility analysis. Analysis and discussion of reconstruction of urban renewal mainly focus on understanding Taipei Urban Renewal issues arising and the solution suggested for nongovernmental Urban renewal alterations case.The Feasibility Analysis of Urban Renewal Act - Delineated based, Thedegree of Incentive, Financial simulation spreadsheets, Rights transformation Distribution models and other related conditions Research assessment, for proposing Urban Renewal Development.

Through this case study analysis move forward and encourage promotion of urban renewal, preliminary delineation stage, not to limitations of laws and regulations. The owners should be grantedthe rights to thealterations for communityredevelopment opportunity.In this study I’d propose related topics and suggestion for how to improve incentives for real estateowners and builders foropportunities of joint venture and cooperation
