本文探討了碳定價政策對歐盟 31 個成員國勞動市場的影響。隨著全球政府尋求有效策略以減緩溫室氣體的排放,碳稅和排放交易系統(ETS)成為關鍵工具。本文使用來自歐盟統計局的實證數據,並同時考慮碳稅政策與 EU-ETS 作為本文欲探討之碳定價政策。研究方法採用局部投影法評估政策對勞動市場的影響。研究進一步分析政策對不同部門產業以及部門產業之細項產業就業的影響。研究發現,碳定價政策對整體勞動人數與總就業人數沒有顯著的影響。但在部門產業方面,我們發現碳定價政策對製造業部門與批發、零售業;機動車輛和摩托車修理部門有顯著的負面影響,這與以往的文獻有所不同。在部門產業之細項產業方面,我們發現在某些細項產業中可能存在勞動轉移現象,但需要進一步分析這些細項產業的工作性質和技能需求等更多因素,才能斷定是否存在勞動轉移現象。
This paper examines the impact of carbon pricing policies on the labor markets of the 31 member countries of the European Union. As governments worldwide seek effective strategies to mitigate greenhouse gas emissions, carbon taxes and Emission Trading Systems (ETS) have become key tools. This study utilizes empirical data from the European Union's statistical office and combines carbon taxes and EU-ETS to form a carbon dioxide price, assessing the impact of carbon pricing policies on the labor market using the Local Projection method. The research further analyzes the policy's effect on different sector industries and detailed sub-industry employment. It finds that carbon pricing policies do not have a significant impact on the number of workers or total employment. However, in terms of sector industries, we find significant negative impacts on the manufacturing sector and the wholesale, retail; motor vehicle and motorcycle repair sectors, which contrasts with previous literature. In the detailed sub-industries, we observe potential labor shifts, but further analysis of the nature of jobs and skill requirements in these sub-industries is needed to determine if labor shifts are occurring.
