全台灣總共有520個公共圖書館坐落於368個地方鄉鎮市區中,平均每一鄉鎮就有1.6所公共圖書館,從民眾使用公共圖書館的統計數字來看,與芬蘭國家相比,我國的民眾使用圖書館的比例偏低,公共圖書館的服務對象群最廣泛,其影響力能傳達到社會各階層人士,公共圖書館不能固守傳統的服務模式,應該要進行服務創新、塑造圖書館品牌形象,才能吸引民眾前來使用圖書館,發揮公共圖書館的社會教育功能。
本研究採質性研究方式探討公共圖書館服務創新,先以文件資料分析西雅圖公共圖書館創新案例,並以訪談法瞭解赫爾辛基的Library10作為服務創新標竿案例,並以國內大東藝術圖書館為例,探討公共圖書館服務創新的過程,並針對大東藝術圖書館的使用者進行訪談,了解其對於大東藝術圖書館服務創新的滿意度與認知,以期發展出未來公共圖書館服務創新的策略。
本研究結果發現(1)服務創新有助於吸引民眾使用圖書館,(2)圖書館服務創新過程首重社區分析,(3)圖書館服務創新有助於打造圖書館品牌,本研究提供公共圖書館發展服務創新的策略有(1)圖書館必須站在使用者角度,提供有需求的服務,(2)圖書館要創造差異性,提供特色服務,(3)圖書館要尋求外部組織合作,提供高品質的服務,(4)圖書館要提供品牌化服務以強化使用意願,(5)圖書館要有創新的觀念。
There are 520 public libraries located in the 368 local townships in Taiwan. Every village has 1.6 public libraries. From the statistics of people using public library, it could find that low proportion of people use libraries in Taiwan compared with in Finland. The public library service object group is the most widely used; its influence can be communicated to all walks of life. The public libraries can’t stick to the traditional service model, it should do service innovation, shape the library brand so that it can attract people to use the library and play social educational function.
This study used the qualitative methods to explore the service innovation of public library. First, the study used document analysis to research Seattle Central Library. The study took Library 10 as best practice and took Dadong Arts Library as example by interview to analyze the process of service innovation. In addition, it chose four types interviewees who using Dadong Arts Library to understand their satisfaction and cognition about Dadong Arts Library’s service Innovation. Finally it would come up with the strategy for public library services innovation.
The results of this study found that (1) Service innovation helps to attract people to use the library. (2) Community analysis is important in the process of library service innovation. (3)Service innovation helps to build the library brand. The strategies of public library service innovation are (1) Public libraries must stand on the user point of view and provide services in demand.(2)Public libraries have to create differences and provide specialty services.(3)Public libraries have to seek external organizations for providing high-quality services.(4)Public libraries have to provide branding services to strengthen the user's willingness.(5)Public libraries must have the ideas of innovation.
