生物技術是二十一世紀的明星產業，各國政府紛紛制定產業政策推動促進生技產業發展，行政院在第五屆生物技術產業策略會議（SRB）中，提出以生技園區促進產業聚集效應的構想，希望藉由共用之群聚效應、強化產業發展的基礎結構，地方政府為了促進地方經濟成長並創造就業機會，亦爭取成立生技園區。據經建會目前統計共8座生醫園區，且集中在北部地區，造成中央政府的資源分散，不易促進群聚效應。
廠商進駐生技園區的意願是影響園區發展的關鍵，而廠商實際選擇企業地點時，是否考量生產環境以及學術研究資源的需求，是本研究主要探討的課題。本研究由企業區位選擇的觀點以及生技產業群聚特性、產業環境需求，建立生技區位需求指標，透過問卷調查的方式，瞭解生技醫藥廠商的區位需求特性，以及廠商對規劃中之生技園區的選擇偏好；並比較廠商需求以及園區區位偏好之異同，分析生技醫藥廠商區位選擇行為及態度。
調查發現各區位需求因素中，廠商認為土地取得層面最重要，交通可及性次之，但是選擇生醫園區方面，廠商仍偏好土地成本較高的臺北縣市（南港軟體工業園區、內湖科技園區）、新竹地區（竹北新竹生物醫學園區、竹科竹南園區）。研究結果顯示廠商實際上仍重視都市機能和研究資源等因素，臺北都會區生活及金融機能強，且集結了國內多項研究資源包括重要研究機構、大學以及醫學中心，研發人才充裕，是生技醫藥廠商較偏好的企業區位。

Biotechnology is star's industry in the 21st century; the governments of many countries make the industrial policy to promote biotechnology industry. Governments wants to promote biotechnology industry and strengthen industry structure by clustering when 5th SRB. To make economic grows and make jobs, location governments strive for biotechnology parks. There are 8 biomedical parks in Taiwan and center on North Taiwan. It is difficult to cluster and causes resources disperse.
It is the key to influencing biotechnology parks development that the firms' will of joining the parks. The study issue is what the different between biomedical firms making location decision and when they think about the location factors. I discuss the firm's location choise behavior, biotechnology clustering characters and made a set of location index. I used Likert's Attiaude Scale to get biomedical firms' location characters and firms location preference of 8 biomedical park in Taiwan and analyze firms' behavior of location choise by comparing location characters and location preference.
It shows that firms regard land cost as most important location factor, the second is communication. But firms still prefer high-rent biomedical parks in Taipei. The result shows the biomedical firms pay attention to city function and research resources. In fact, biomedical firms preference Taipei because there are many financial institutions, institution, unerversities and biotechnology scientists.
