  • 全球的氣候變遷已成為人類面臨的主要威脅之一,當今極端氣候變遷和環境風險日益增高,面對當今環境劇烈震盪的反撲,無論是自然或是社會環境,皆須面臨環境隨時可能帶來的衝擊與影響。臺灣為一島嶼型國家,島嶼環境在本質上是脆弱而敏感的,由於可以利用的自然資源有限,使得一些永續發展的方案並不適用。面對當今極端氣候變遷導致環境風險日益增高,重大、多變的災害型態下,如何調適、恢復常態平衡變得尤其重要,世界銀行 2005 年的發表更指出,台灣同時暴露於兩項以上天然災害面臨災害威脅之人口為99%,屬於災害高風險的區域。因此,更需要積極應對氣候變遷所帶來的影響,並討論適合島嶼國家的對策。
    本研究研究範圍選定為澎湖群島作為探討之場域,島嶼具有土地面積小、隔離性、脆弱的生態環境、獨特的文化、及易受外來干擾而改變等特質,因此最適合作為研究島嶼居民面對氣候變遷之防災應變行為的研究場域。研究回收問卷447份,有效問卷共428份,數據經統計分析得出成果並加以討論。由結構方程模式分析其行為結構,驗證地方關係、氣候變遷認知、個體韌性與防災行為之間的關係皆呈顯著相關。
    研究顯示地方關係對氣候變遷認知、個體韌性及防災行為皆有顯著影響。因此可謂地方關係是提升居民韌性與氣候變遷認知及防災能力之關鍵,社區的組織完善且社區事務多由居民共同參與完成,透過參與社區活動,除可提升居民的地方關係外,能更好的提升居民的個體韌性,尤其韌性牽涉了居民的抗災能力,可以使居民在短期內適應過程、重新組織、改變和學習以應對威脅,進而使居民有更好的防災能力。

    Global climate change has become one of the main threats facing humankind. Nowadays, extreme climate change and environmental risk are increasing. Facing the counter-attack of today's severe environmental shocks, both natural and social environment must face the impact. Taiwan is an island country. The island environment is fragile and sensitive. Due to the limited natural resources available, some sustainable development programs are not applicable. Facing the increasing environmental risk caused by extreme climate change, how to adjust and restore the average balance has become particularly important under the significant and changeable disaster patterns. The world bank's 2005 release also pointed out that Taiwan is exposed to more than two natural disasters at the same time, and 99% of the population is threatened by disasters, which belongs to the high-risk disaster area. Therefore, it is more necessary to actively deal with the impact of climate change and discuss the countermeasures suitable for island countries.
    The research shows that local relationship has a significant impact on climate change cognition, individual resilience and disaster prevention behaviour. Therefore, it can be said that local relationship is the key to enhance residents' resilience and climate change cognition and disaster prevention ability. Community organization is perfect, and residents mostly complete community affairs. Through participation in community activities, residents' local relations can be improved, and residents' local relations can be improved. In this way, the residents' ability to cope with disasters, especially in the short term, can be improved by the residents' ability to cope with disasters, especially in the short-term.
