為日後國軍生產及服務作業基金開放投資之相關法令及政策訂定能有所參考，本研究以個案研究法及T檢定探討勞工退休基金、勞工保險基金、國民年金保險基金及公務人員退撫基金之相關法令、投資政策及績效。
結果發現，研究個案均有明確的法令與政策作為後續進行投資之依據，惟因研究個案設置的目的及屬性不同，故相關法令及投資政策部分略有差異；另以T檢定來檢定研究個案之每月自行運用收益率、委託經營收益率及整體收益率是否高於所定保證收益率，發現除勞工保險基金及國民年金保險基金之委託經營收益率外，其餘皆能提供顯著優於保證收益率的績效。故建議國軍生產及服務作業基金日後開放投資後，其投資法令與政策的擬定，可以勞工退休基金、勞工保險基金、國民年金保險基金及公務人員退撫基金的操作模式作為參考。

In order to provide references for the future laws and regulations on the open investment of the Fund of Military Production and Services, this study uses case study approach and T-test analysis to examine the relevant laws and regulations, investment policies and performance of the Labor Pension Fund, the Labor Insurance Fund, the National Pension Insurance Fund and the Public Service Pension Fund.
The result shows that there are clear laws and policies in each case that serve as the basis for subsequent investment. However, due to the different purposes and attributes of each case, the relevant laws and investment policies are slightly different. In addition, the author uses T-test to examine whether monthly yield rate of self-management, yield rate of discretionary management, and the overall yield rate are higher than the guaranteed yield rate. The result shows that except the yield rates of discretionary management of the Labor Insurance Fund and the National Pension Insurance Fund, the rest are able to provide significantly better performance than the guaranteed yield rate. Therefore, it is suggested that after opening the investment of the Fund of Military Production and Services, the formulation of the investment laws and policies may be referred to the operating models of the Labor Pension Funds, the Labor Insurance Funds, the National Pension Insurance Funds and the Public Service Pension Fund.
