偏光板(Polarizer)之材料成本佔總成本約80%,因此採購活動便成為偏光板專業製造廠最主要的活動功能之一,在產業環境快速變動與高度競爭下,如果無法快速找到一個合適的供應商,不僅會失去企業在產業中的競爭優勢,而且會因其錯誤的選擇決策導致材料成本過高、品質不穩定與交期延誤的情況發生。因此,如何建立一套良好的供應商選擇機制,使企業能夠快速、客觀、正確地評選出優秀的供應商,將成為企業維持競爭優勢的一個重要方法。
設計供應商的評選指標有其複雜性與多元性,而指標間交互作用也會產生複雜的影響,因此找出企業所關注、重視之評選指標與考量指標之間的交互作用,都是供應商評估的重要關鍵。本研究以企業內各部門的專家組成專家小組,透過文獻的探討、整理運用,設計出模糊專家問卷進行群體決策,運用模糊德爾菲法(Fuzzy Delphi Method)來整合專家意見並篩選出適合用來評選該企業供應商的準則,再利用模糊分析網路程序法(Fuzzy Analytical Network Process, FANP)解決語意的不確定性與準則之間所具備相互回饋關係的決策問題,探討出各評選準則之間的權重,讓供應商管理者作出快速、有效益的供應商選擇決策。藉此產生一個具客觀性、公平性的供應商評選模式。
The material costs of Polarizer are about 80% in total costs. The purchasing activity has become one of the primary functional activities in the professional polarizer manufacturer. If not appropriately finding the suitable supplier, it could lead to losing competitive advantage. More importantly, wrong decision-making on it could also cause the higher material costs, unstable quality and delay delivery in such rapidly changing and highly competitive industrial environment. Therefore, how to build a good supplier selection model for enterprises becomes a major issue in order to maintain their competitive advantages.
Designing the supplier’s evaluation criteria is a complex task, which needs taking into account interactions of diverse indicators. In this study, we, through literature review, establish a group consisted of experts from each department within the enterprise under investigation and develop expert’s questionnaires. The responses from experts are analyzed by applying fuzzy Delphi group decision–making method to integrate expert’s opinions and screen the criteria in which the suitable suppliers are selected. Further, fuzzy Analytical Network Process is conducted to solve the semantic uncertainty and decision-making problems to handle those evaluation criteria which have interdependent feedback relationships. As a result, relative weights of each criterion can be derived. An objective and fair selection model which assists decision makers to make rapid and cost-effective supplier selections is provided.
