近年來，由於溫室效應、病房屋等環境議題逐漸為國人所重視，具有環境友善性能表現的「綠建築材料」成為建築材料發展的新趨勢。為確保綠建築材料應有的性能表現，及幫助消費者辨識使用，建置完善驗證制度成為不可或缺的重要措施。有鑑於此，政府預計於民國九十三年推行「綠建材標章」，以達到地球永續及居住健康願景。
　　為避免綠建材標章與產業脫節，以增進該制度健全性，本研究擬從廠商申請驗證角度，參考驗證制度實施架構、國內外發展現況及檢視廠商需求及看法，針對國內綠建材標章制度實施架構相關議題進行探討，並研擬對策。
　　研究成果一、綠建材標章制度修正改善建議，包括1.作業要點內容合理化、2.驗證項目具體化、3.驗證標準整合化、4.驗證流程實用化及5.使用標示正確化。二、綠建材標章推廣使用建議，包括1.推行政府綠色採購、2.綠建築材料觀念之教育、3.整合綠建築標章及綠建材標章及環保標章。三、綠建材標章制度行為人權責建置。四、整合前三項研究成果，建立綠建材標章制度未來推動機制模型，供主管機關參考。

　　In recent years, the greenhouse effect, sick house and other environmental subjects gradually raise the attention from people, so green building materials with environmental friendly performance become the new trend of building materials development. In order to ensure the performance of green building materials and to help consumer’s recognition, a well certification system becomes an indispensable and important issue. The government expects to carry out ”Green Building Materials Label ” in 2004, for the reasons of earth sustainability and living health.
　　In order to promote perfection of this system and to avoid be unsatisfied to the industry, this research explores the domestic certification systems of green building materials. Though reviewing and analyzing the framework of certification system, the internal and the international development at present, and the investigation of merchants’ opinions, this research marshaled some problems in the execution of certification systems of green building materials and the frame of “Green Building Materials Label”. And further propose countermeasures.
　　The present research proposes countermeasures in four parts. First, revision suggestions about Green Building Materials Label include: 1.Rationalization of the regulation content, 2.Explicit items of certification, 3.Integrated standards of certification, 4.Practical flowchart in certificating, 5.Correct certification mark. Second, suggestions about promoting Green Building Materials Label include: 1.To carry out Green Government Purchasing Program. 2.To educate a concept about green building materials. 3.Integrated Green Building Label, Green Building Materials Label and Green Label. Third, responsibility and business of certification organizations should be reestablished. Last, the three countermeasures mentioned above should be integrated to establish the practical mechanism model of Green Building Materials Label in the future.
