出口管制規範對出口廠商影響甚鉅，若違反相關出口管制法令，甚至可能遭受國際經濟制裁。實施出口管制雖有助於提升國家安全及出口管制效益，但對於追求商業利益的企業而言，卻會造成作業流程異動及管理成本增加等負面影響。為提高出口管制效益，臺灣政府推動企業內部出口管控制度（Internal Compliance Program, ICP）已超過十年，然有意願導入ICP的企業卻仍因認知不足及評估困難等因素而望之卻步。臺灣半導體業為臺灣的重要經濟命脈，其總產值於2021年已佔全球半導體產值之26.2%，因此臺灣政府對於半導體產業之相關設備、技術及產品等，採取了更嚴格的管制措施，故本研究將探討半導體廠商導入ICP制度之關鍵因素，並提供一套系統化的評估準則，以降低企業的評估成本並提高決策品質。
為了釐清上述之關鍵因素，本研究首先根據徐振榮（2001）的ICP五大構面及經濟部國際貿易局所制定之ICP十大要件，擬定半導體廠商導入ICP之初步評估構面與評估項目；之後透過專家訪談以歸納出主要構面及評估項目，並設計專家重要性問卷。本研究預計邀請10位高階主管協助問卷調查，以了解受訪專家對半導體廠商導入ICP之各項評估準則重要性的看法。接著依據層級架構（Analytic Hierarchy Process, AHP）理論設計成對比較問卷，以30位半導體廠商中負責出口相關業務之從業人員為主要調查對象，釐清各兩兩成對比較之因子何者較為重要。最後，依據問卷調查結果建立成對比較矩陣，並進行一致性檢定，期望此分析結果將可提供企業決策者導入ICP之參考依據，對於政府推動ICP及企業評估ICP的導入能有所助益。

Export control regulations have a profound impact on exporters, and enterprises incompliance with these regulations may lead to international economic sanctions. Nonetheless, pursuing commercial interests can result in negative consequences such as operational process changes and increased management costs. To enhance the efficacy of export control, the Taiwanese government has been advocating the Internal Compliance Program (ICP) for over a decade. However, the lack of awareness and evaluation difficulties have deterred many companies from introducing ICP. To identify the key factors in the introduction of ICP for semiconductor manufacturers, Analytic Hierarchy Process (AHP), a quantitative method was applied. The results indicate that semiconductor manufacturers should give priority to the reviewing mechanism of new customers in the criteria when introducing ICP. Subsequently, they should review whether the shipping objects and export products comply with export control regulations. Moreover, they should regularly update the list of export-controlled goods and screen their export items against the control list to implement appropriate measures. This study aimed to investigate the key factors associated with ICP introduction in semiconductor manufacturing. Additionally, it sought to support government efforts in promoting ICP and serve as a reference for corporate decision-makers evaluating its introduction.
