關稅貿易政策對臺灣製造出口產業造成顯著衝擊,其中螺絲產業亦深受影響。關稅提升與匯率波動壓縮出口利潤空間,導致訂單減少與出口量下滑,部分中小型業者因經營壓力而退出市場,亦有企業透過調整策略維持營運。本研究以企業韌性觀點出發,探討關稅對國內螺絲產業之影響,並分析企業所具備之韌性資本及其供應鏈韌性策略。研究採質性方法,透過深度訪談四家螺絲企業,並進行系統性編碼與分析。研究結果顯示,關稅衝擊主要透過進口商成本上升影響採購行為,進而改變訂單型態與供應鏈運作。企業則透過財務、營運、組織與市場等多面向韌性資本,搭配供應鏈策略進行調整,以因應外部不確定性。整體而言,本研究釐清關稅衝擊下螺絲產業之調整方向與因應方式,並提供企業在面對外部變動時之實務參考。
Tariff policies have imposed significant impacts on Taiwan’s export-oriented manufacturing industries, including the fastener sector. Rising tariffs and exchange rate volatility have compressed profit margins, leading to declining export volumes and reduced orders. While some small and medium-sized firms have exited the market due to operational pressure, others have managed to sustain their operations through strategic adjustments. This study adopts a firm resilience perspective to examine the impact of tariffs on Taiwan’s fastener industry, focusing on resilience capital and supply chain resilience strategies. A qualitative research approach was employed, involving in- interviews with four fastener firms, followed by systematic coding and analysis. The findings indicate that tariff impacts are primarily transmitted through increased costs borne by importers, which in turn alter purchasing behaviors and reshape order patterns and supply chain operations. Firms respond by leveraging resilience capital across financial, operational, organizational, and market dimensions, combined with adaptive supply chain strategies to cope with environmental uncertainty.
Overall, this study clarifies how firms in the fastener industry adjust to tariff shocks and provides practical insights for developing supply chain resilience strategies in the face of external disruptions.
