隨著國際商業情勢、前幾年兩岸關係之轉變，以及國人休閒生活意識抬頭、顧客對服務品質的需求提升，逐漸重視觀光產業對國家經濟發展的重要性，觀光產業已為臺灣經濟發展的重點服務產業。而飯店業是觀光產業重要代表，在景氣好時，房間供不應求，近年來新飯店的加入市場，各家飯店將重點放入行銷策略，在眾多競爭者，飯店營運模式，訪客趨勢，住房率和效率性皆是研究的課題。本研究旨在探討台灣國際觀光旅館的整體營運效率水準，並找出影響其營運效率的影響因素。研究步驟係先針對過去10年在台北晶華酒店和台北國賓飯店進行個別分析，探討這兩家指標型的國際觀光旅館在營運模式和策略的不同。再使用資料包絡分析方法檢驗2015年台灣國際觀光飯店的經營效率差異。分析結果顯示不同飯店間的營運效率差異頗大，整體來說，尚有34.54%的成本效能改善空間。再者，研究發現飯店規模、星級、是否座落於風景區、權利金支出密度會影響飯店的營運效率。而這些效率影響因素又會因為飯店所處市場是否競爭以及是否落在風景區而有所不同。

Due to development of the international business situation, the changes in Taiwan / China relations in the past few years, the rising awareness of the leisure life of the domestic people, and the increase in customer demand for service quality, the tourism industry was gradually growing and rising importance on the Taiwan’s economic development. The hotel industry is one of the more important representatives of the tourism industry. When the economy is good, the supply of rooms exceeds demand. In recent years, new hotels have entered the market. Each hotel will focus on marketing strategies. Many competitors, hotel operation models, visitor trends, occupancy rates and efficiency are the subject of research.
This object of research aims to explore the overall operating efficiency level of Taiwan International Tourist Hotel and find out the factors that affects it. The research procedure is to first analyze both Taipei Regent Hotel and the Taipei Ambassador Hotel and explore, for the past 10 years, the differences on their operating models/strategies.
Then use the DEA method to test the operating efficiency differences of the Taiwan International Tourist Hotels, based on 2015, showing great variance between different hotels. Overall, there is still 34.54% room to improvement in cost efficiency. Furthermore, the study found that: the size of the hotel, the star rating, the location, and the royalty fees, will affect the operating efficiency of the hotel. These efficiency factors will vary depending on the location of the hotel (competitive area or/and scenic area).
