工業革命為西方國家帶來前所未有的進步，經濟的蓬勃發展促使各大城市更加繁榮昌盛，卻也同時衍生出許多亟需解決的都市問題。法國各地更充斥著貧窮、飢餓、及失業人口，人們紛紛湧入巴黎尋求機會。直到1850年代，巴黎古老的都市基礎建設已無法負擔龐大且劇增的人口，拿破崙三世決心整頓巴黎，由塞納省省長歐斯曼全力推行改造巴黎的計畫。而巴黎成功的城市改造經驗在世界博覽會的推波助瀾下形成一股近代城市建設的潮流。

1895年臺灣成為日本的殖民地，日人將其明治維新後西學的城市改造經驗引入臺灣，臺灣城市因此踏上了這股蓬勃發展的潮流。為探究殖民政府於1895年至1945年間施行於臺南市之近代都市計畫的規劃思想起源，本研究分為三部分詳加探討：

一、歐斯曼重塑首都巴黎
藉由文獻整理論述第二帝國時期以前巴黎城市空間概況，以及工業革命後所帶來的都市環境問題，接續探討拿破崙三世與歐斯曼所醞釀及推行巴黎城市改造的藍圖，以統整分析巴黎城市改造典範的實質內涵及影響效應。

二、臺南府城的近代化改造
透過探討日人明治維新的歷史背景與其本土執行城市改造的經驗，瞭解臺灣殖民城鎮的都市計畫歷程，並進一步論述臺南城鎮的近代化改造經過，以分析歸納臺南的城鎮規劃的特徵、公共建物與相關建築管理。

三、臺灣歷史首邑的法式新風貌
綜合歸納臺南城市近代化改造的成果與影響並從中探尋巴黎改造模式的應用，進而探究巴黎歐斯曼化的改造模式對臺南市近代城市建設的影響層面。

The industrial revolution brought about unprecedented advancement in the West. The booming economy made large cities more prosperous than before, but at the same time, it created many urban problems that needed to be resolved. Poverty, famine, and unemployment were common throughout France, and people flocked to Paris in search of opportunities. By the 1850s, the old infrastructure of Paris could no longer support the enormous and rapidly increasing population. As a result, Napoleon III decided to overhaul Paris, a task that he entrusted to the prefect of the Seine department Georges-Eugène Haussmann. The successful self-transformation of Paris, which was showcased during the World Expo, created a trend of modern city improvement worldwide.

In 1895, Japan colonized Taiwan. The Japanese introduced the experiences in urban transformation it had learned from the West during the Meiji Restoration. Subsequently, Taiwanese cities began to implement the popular trend. This paper discusses the origins of modern urban planning in Tainan City by the colonial government between 1895 and 1945 in three parts:

1.Transformation of Paris by Haussmann
Through a review of the available literature, this section gives a spatial overview of Paris before the Second Empire and discusses the urban environmental problems that emerged after the industrial revolution. The section goes on to discuss Napoleon III and Haussmann’s blueprint—as conceived and as implemented—for the transformation of Paris and analyzes the essence and influence of transformation as a model.

2.Modern Transformation of Cities in Tainan
Through investigating the historical background of the Meiji Restoration and the modern transformation of Japanese cities, this section discusses the trajectory of urban planning in Taiwan’s colonial cities and, in particular, the modern transformation of cities in Tainan, including the characteristics in their planning, public buildings, and the management of related buildings.

3.A Taste of France in Taiwan’s Most Historic City
This section discusses the results and influence of Tainan’s modern transformation, the application of the transformation of Paris as a model, and the aspects of Tainan’s modern urban development that were influenced by Haussmannization.
