本研究旨在探討影響臺灣民眾支持重分配政策態度的心理與情緒因素,嘗試突破過去研究多以宏觀結構或經濟理性分析為主的限制,納入微觀心理面向,檢視憤怒情緒、階級衝突感知與應得性認知三項主要變數的影響力。本文運用2019年「臺灣社會變遷基本調查計畫」中「社會不平等組」資料,採用有序機率單元統計模型,並控制性別、年齡、教育程度、所得、職業、政黨傾向等個人背景變項,進行實證分析。
研究結果顯示,民眾對貧富差距的憤怒情緒與階級衝突感受,皆呈現其對政府推動重分配政策具顯著性的支持態度;而認為貧窮者不值得協助、缺乏應得性的民眾,則顯著地降低對重分配政策的支持度。研究發現說明,在重分配政策民意態度的形成過程中,情緒感知與道德判準所扮演的角色不可忽視。
本研究不僅補足國內在情緒政治與政策偏好結構上的研究不足,也提醒政策制定者在推動重分配相關措施時,應充分理解與回應公眾的心理認知與價值信念,以強化政策正當性與社會接受度。
This study investigates the psychological factors influencing Taiwanese citizens’ attitudes toward supporting redistributive policies, aiming to go beyond the limitations of previous research that primarily focused on macro-structural or economic rational analyses. By incorporating a micro-level psychological perspective, the study examines three key variables: anger toward income inequality, perceptions of class conflict, and beliefs about deservingness. Using data from the “Social Inequality module of the 2019 Taiwan Social Change Survey”, the analysis applies an ordered probit model, controlling for demographic and political background variables such as gender, age, education, income, occupation, and party affiliation.
The empirical results show that anger over income inequality and perceptions of class conflict significantly increase support for redistributive policies. In contrast, respondents who believe that the poor are undeserving of assistance demonstrate significantly lower levels of support. These findings highlight the critical roles of emotional perception and moral judgment in shaping public attitudes toward redistribution.
This study not only fills a gap in the domestic literature on emotional politics and policy preference structures but also underscores the importance for policymakers to understand and respond to the public’s psychological perceptions and value beliefs when promoting redistributive measures, enhancing policy legitimacy, and enhancing social acceptance.
