摘要
歷時多年的改造，中國地區人身保險公司的經營理念已從規模發展到注重商品品質、結構與效益，致力提高自身素質和企業的健全經營；廣泛運用資訊技術，強化內控稽核；且自單純的價格競爭轉向商品、服務、管理、品牌等全方位的競爭，促使競爭層次提升；同時發展專業化和集團化之特色經營，注重資源的整合，以提高整體保險業之效益體制。故如何有效地經營保險事業，創造更有利的經營績效，勢必成為中國保險業生存根本之道。
探討2004年間中國地區人身保險公司之經營績效，選取3項投入與2項產出之變數組合，利用資料包絡分析法(DEA)衡量各壽險公司之效率值、敏感度與差額變數分析，並提供無效率營業單位明確之改善方向與建議，再透過Tobit迴歸分析法，找出影響壽險公司營運績效之其它重要因素，藉此效率評估結果，供管理者改善缺失與未來營運方針之重要參考與依據。
實證結果顯示，經由DEA資料包絡分析法得知中資壽險公司造成經營無效率之主因來自於規模無效率，且多數之決策單位(DMU)皆處於規模報酬遞減階段。另一方面研究結果顯示各項環境變數中，年齡結構、高學歷結構、性別比例、外資持股比例、服務集中程度、業務地域性質等環境變數對效率值的影響達顯著水準。因此，除了資料包絡分析法的評估之外，再加以Tobit迴歸分析法的應用，更能充份顯現出中國地區壽險產業實際運作之整體表現。

Abstract
Transformation that has lasted for many years, the management idea of the personal insurance company in China has already developed from scale to the quality of the goods , structure and benefit, devoted to improving one's own quality and enterprise are managed sound. So how to manage the undertaking of the insurance effectively, create more favorable management performance, certainly will become the Chinese insurance survive in the basic way.
The research investigates the operation performance of Personal Insurance in China from 2004 and selected variables combination of three items of input and two items of outputs. The data envelopment analysis (DEA) is utilized to measure the effectiveness and sensitivity level of various airline companies and different variables analysis. In addition, clear improvement direction and suggestions are provided for operation units with no efficiency. Then through Tobit regression analysis method, other major factors that will affect the operation performance of Personal Insurance companies can be discovered. With this efficiency evaluation result, it can provide an important reference and basis to manager to improve deficiency and to serve as a future operation direction.
