台灣為一海島地區,蘊藏豐富的土地資源。由於土地資源有限且珍貴,為避免土地不適當的開發,應研擬適當的土地使用計畫,長期考量土地使用變遷所造成的影響。隨著自然環境、區位條件與社經等眾多因子所形成之驅動力交互作用影響下,導致海岸土地使用產生衝擊與改變,使海岸土地變遷問題日益嚴重。
土地使用空間分析中,不同空間尺度是土地使用所存在的重要議題,且過去的研究多偏向以區位性社經因素進行總體性之描述與分析。因此,本研究將了解海岸土地使用變遷型態、數量、區位分析,進而建構一個階層式的海岸土地使用變遷架構之模式,將變數分成個體層級與總體層級進行分析,其個體層級為村里尺度、總體層為鄉鎮尺度,探討不同尺度對海岸土地中住宅、商業、工業三種使用所造成直接影響之情況。
研究結果顯示,海岸土地使用變遷型態以農業用地、建築用地與遊憩用地此三類別面積變化量最為明顯。在模式方面得出,影響住宅使用變遷,受到區域性的社會成長壓力以及基地交通性質的吸引力、發展程度的限制下,對住宅使用具有影響能力;商業使用變遷,則多偏向海岸條件因素吸引力,再加上社會經濟改變與生活品質的條件影響下,使商業使用具有影響能力;工業使用變遷中,則受到區域性的直接影響,以及基地本身條件吸引力所導致變化。而此三者使用變遷因素差異性在於海岸因素有無顯著的影響,由於靠海條件的吸引周遭土地的發展,亦伴隨著商業機能的興盛。
因此,本研究透過階層性的概念,將海岸土地使用變遷之影響變數分層處理,除能減少MAUP所產生之影響外,亦能了解影響變數與海岸土地使用變遷之直接與交互影響關係,可解釋海岸土地使用空間結構之變化及變遷機制,作為規劃者執行政策之參考依據。
There are full of land resource in the island of Taiwan. That is restricted and precious, it has need to protocol a plan to avoid developing in inadequate direction, and consider the affect of land-use change. The interacting power of factors impact the coastal land-use, and make the problem seriously, such as economics, society, natural environment, human behaviors, and so on.
The land-use of different scale is an important issue in spatial land-use study, and the most of past studies focused on the aggregate description or analysis of macro-spatial-social-economic. Therefore, this study used the pattern, quantity, and location analysis of coastal land-use change to build the hierarchical model that is divided into individual variable and aggregate variable, and is used to research the coastal land-use change of housing, commerce, industry.
The outcomes show that the changes of using coastal land are most obvious in land of Agricultural, land of Recreation and land of Leisure and Built-up. The model shows that the changes of using coastal land are pressured into regional society growth, attracted to transport property, and limited to development in affecting of residence use; attracted to coastal condition, changed from social economy, and affected by life quality in affecting of residence use, and direct affected by the region, and attracted to base condition in affecting of industrial use. The difference between residence use, commerce use, and industrial use is according to the obvious affecting of coastal condition, attracts the development of surroundings land and commerce.
In order to reduce the affect from MAUP and make the basis of sustainable coastal land-use, this study used the hierarchical concept to divide and interpret the interact of variable and change.
