臺南機場為軍民合用機場，軍民合用機場在民航及空軍不同體系運作互相協調配合下，發展出與一般民航機場不同的空側安全管理模式。本研究希望瞭解軍民合用機場在空側安全管理領域軍方與民航存在的管理差異，及容易產生風險的危險區塊，以提供建立軍民共同運行的空側安全模式參考，促使軍民航共同經營發展，確保飛安及地安。
本研究透過文獻研究蒐集整理臺南機場軍方及民航各自的空側安全管理制度及相關管理協議，以進一步瞭解現行安全管理措施；再透過專家訪談的質化研究，瞭解各軍民合用機場管理單位主管對空側安全管理事項的看法及認知；最後以獨立樣本T檢定的量化研究方式，分析軍方及民方空側的基礎作業人員對空側安全管理相關事項，包括：空側安全管理系統、場面車輛裝備管理、機坪作業管理、空側安全風險熱點區域、權責事務分工、軍民航作業影響互動、及軍士官任期制度等面向認同與歧異的觀點，並藉以瞭解雙方基層人員與管理階層想法的差異性。最後提出包括：建議於空軍推行或擴大參與民航安全管理系統(SMS)、建議空軍加強空側車輛裝備管制、軍民航雙方均加強跑、滑道管制及無線電使用訓練、軍民航空側管理事務部分調整、加強軍民航機作業管制協調、空側設施國際標準化、民航事務協調專責化等建議，可供空側安全管理改善參考。

Tainan Airport is a military-civilian airport. The military-civilian airport has developed an airside safety management model that is different from general civil aviation airports under the coordination and cooperation of different systems of civil aviation and air force. This study hopes to understand the differences between civil aviation and air force in the field of airside safety management in military-civilian airport,as well as dangerous areas that are prone to risk,to provide a reference for establishing an airside safety model for air force and civil aviation,also promote cooperation development of air force and civil aviation ,to ensure flight safety and ground safety.
This study collects and sorts out the airside safety management systems and related management agreements of the air force and civil aviation of Tainan Airport to further understand existing safety management measures; through the qualitative research of expert interviews, understand the views and perceptions of the airside management supervisors of the military-civilian airport on airside safety management matters; finally, the quantitative research method of independent sample T test is used to analyze the airside safety management related matters of basic operations personnel of the airforce and civil aviation,including: airside safety management system, airside vehicles and equipments management, apron operation management, airside security risk hotspot areas, division of powers and responsibilities, air force and civil aviation operations interaction, and the tenure system of air force officer,to understand the differences in the ideas of the grassroots and management of the two sides.The final suggestions include: the air force is recommended to implement or expand participation in the civil aviation Safety Management System (SMS), the air force is recommended to strengthen airside vehicle equipment management, the air force and civil aviation both strengthen runway and taxiway control and radio use training, partial adjustment of air force and civil aviation airside management affairs, strengthen the coordination of air force aircraft and civil aviation aircraft operation control, international standardization of airside facilities, and specialized coordination of civil aviation affairs,this suggestions can be used as a reference for improving airside safety management.
