  • 目前台灣地區基礎建設之發展正全面朝向智慧型運輸系統(Intelligent transportation system, ITS)邁進,智慧型運輸系統有別於傳統透過工程建設改善交通問題,係透過先進的資訊、通信、電子及機械等技術應用於各種運輸系統以改善交通狀況,利用有限的運輸資源,發揮最大的效用與效率。我國目前智慧型運輸系統發展重點,主要是在傳統交通管理系統上搭配先進旅行者資訊系統(Advanced Traveler Information System, ATIS)以提供旅行者即時之交通資訊,先進旅行者資訊系統係透過所收集之即時路況資訊,藉由資訊融合以及通訊技術處理後,能夠透過任何管道發佈於各種地點,適時供用路人使用。

    台灣地區隨著陸續完工之國道高速公路與東西向十二條快速公路將形成一綿密之高快速路網,如能透過先進旅行者資訊系統提供旅行者即時之交通狀況,屆時整體運輸路網更能發揮所預期擔負之運輸機能。從現今情勢來看,先進旅行者資訊系統的發展與建置是必然的趨勢,然而在實際規劃建置時,仍有許多問題尚待解決,如投入建置所需之成本以及相關效益、後續營運維護操作等問題,又因先進旅行者資訊系統的營運時間相較傳統交通設施更為久遠,因此針對其進行評估有其必要性,如何有效的評估此系統未來所帶來之效益便成為當前極需解決之議題。

    回顧先進旅行者資訊系統文獻,國內對此議題並無多少著墨,因此本研究參考國外相關文獻後,利用美國聯邦公路總署所開發之智慧型運輸系統建置分析系統軟體IDAS (Intelligent Transportation Systems Deployment Analysis System),從先進旅行者資訊系統的角度出發,透過台灣地區實際應用之設施成本以及參考轉換對應之效益參數,進行分析,爾後對於未來設置先進旅行者資訊系統時各種可能之方案進行評估。

    本研究根據高公局實際提供之先進旅行者資訊系統的設備成本,以及蒐集相關研究之旅行者效益參數後,透過IDAS來進行建置先進旅行者資訊系統之效益評估。首先分析高快速路網現況後,構建一對應之模擬高快速路網,並針對各項先進旅行者資訊系統元件加以分析,透過三個年期來完成現況以及未來五年、十年後之時程方案定義,各方案分別考慮當年之各項合理情境後加以組合設定。研究結果顯示對於台灣地區高快速路網而言,建置網際網路查詢路況系統元件具有最明顯的效益,而透過設置先進旅行者資訊系統對於整體路網有顯著之幫助。

    The present goal of infrastructure development in Taiwan is toward the Intelligent Transportation System (ITS). ITS combines technologies, such as computer, communications, electronics, and information, etc. to improve the traffic condition in surface transportation. The major developments of ITS in Taiwan mainly focus on ATIS (Advanced Traveler Information System). ATIS offers real-time traffic informations to travelers anywhere. The real-time information is processed by information and communicatin technologies. The freeways and the east-west bounded expressways in Taiwan have already formed a complete freeway/expressway network in the area, and the ATIS can improve the overall traffic efficiency. The establishment of ATIS is essential; but how to evaluate the system with follw up situations becomes an urgent issue. This research employs Intelligent Transportation Systems Deployment Analysis System (IDAS), developed by the Federal Highway Administration (FHWA, US DOT), to evaluate the ATIS for the freeway/expressway network in Taiwan.

    This research has reviewed literatures in foreign countries related to ATIS evaluation. It follows the general steps in IDAS to conduct the analysis. It carries out a cost survey on the equipment of ATIS in Taiwan area from TANFB and determines the possible benefits of ATIS.

    The thesis has selected the relevant elements of ATIS to complete the analysis. At first it analyzes the freeway/expressway conditions in Taiwan. Then it establishes input to IDAS simulated freeway/expressway network and selects the related ATIS equipments in every scenario. These scenarios are divided into three phases, separated by five years. Every scenario considers the reasonable situations. This research concludes that Internet/Web element of ATIS has the maximum benefits and the establish of ATIS in Taiwan’s freeway/expressway network is effective.
